In accordance with your reissuance request received March 12, 1986, we are
forwarding herewith Permit No. 6069R2, dated October 23, 1986, to the Water's Edge
Property Owners Sanitary Sewer Association for the continued operation of the subject
sewer collection system, treatment and spray irrigation facilities.
This permit shall be effective from the date of issuance until October 31,
1989, shall be subject to the conditions and limitations as specified therein and
ishall void Permit No. 6069R issued September 12, 1983.
If any parts, requirements, or limitations contained in this permit are
unacceptable to you, you have the right to request an adjudicatory hearing upon
written request within 30 days following receipt of this permit. This request must be
iit the form of a written petition, conforming to Chapter 150B of North Carolina
Geperal Statutes, and filed with the Office of Administrative Hearings, Post Office
Drawer 11666, Raleigh North Carolina 27604.
If you wish to have the hearing before the Hearing Officer with this
Department, you must indicate in the petition that you waive the right to have the
contested case conducted by a Hearing Officer in the office of Administrative
Hearings, and wish to have the matter conducted in the Department of Natural Resources
and Community Development. Unless such demands are made this permit shall be final
and binding.

Statutes of North Carolina as amended, and other applicable Laws, Regulations

continued operation of a 24,900 GPD spray irrigation and wastewater treatment
facilities consisting of an odor control basin with a 5HP aerator, a treatment lagoon
with thirty (30) days of detention and thirty (30) days of storage, a chlorine
contact basin, a 416 GPM spray pump, approximately seven (7) acres for spray
irrigation, associated piping, valves and spray nozzles, and approximately 8,010
lineal feet of 2-inch, 2 1/2-inch and 3-inch pressure sewer to serve the Water's Edge
Subdivision, with no discharge of wastewater to the surface waters of he State,
pursuant to the reissuance request received March 12, 1986, and in conformity with
the project plans, specifications, and other supporting data, subsequently filed and
approved by the Department of Natural Resources and Community Development and
considered a part of this permit.
This permit shall be effective from the date of issuance until October 31,
1989, and shall be subject to the following specified conditions and limitations; and
shall void Permit 6069R issued September 12, 1983:
1. This permit shall become voidable unless the facilities are constructed in
accordance with the approved plans, specifications and other supporting data.
2. This permit is effective only with respect to the nature and volume of waters
described in the application and other supporting data.
3. The facilities shall be properly maintained and operated at all times.
4. This permit is not transferable.
5. Upon the availability of a municipal or regional sewerage collection system, the
subject wastewater treatment facilities shall by abandoned, and all wastewater
discharge into the municipal or regional sewerage system.
6. The treatment and disposal facilities shall be effectively maintained and operated
at all times so that there is no discharge to the surface waters, nor any
contamination of ground waters which will render them unsatisfactory for normal
use. In event the facilities fail to perform satisfactorily, including the
creation of nuisance conditions, or failure of the irrigation area to adequately
absorb the wastewater, the Permittee, shall take such immediate corrective action
as may be required by the Division of Environmental Management.
7. The Mooresville Regional Office, Phone No. 704/663-1699 shall be notified prior to
the operation of the installed spray irrigation system so that an in -place
inspection can be made. Such notification to the Regional Supervisor shall be
made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday
through Friday, excluding State Holidays.
8. The sludge generated form these treatment facilities must be disposed of in
accordance with General Statute 143.215.1 and in a manner approvable by the North
Carolina Division of Environmental Management.
9. Reports on the operations of the treatment and disposal facilities shall be
submitted to the Mooresville Regional Office at regular intervals and in such form
and detail as may be required by this Division.
10. A suitable year round vegetative cover shall be maintained.
11. Irrigation shall not be performed during inclement weather or when the ground is
in a condition that will cause runoff.
12. Diversion or bypassing of the untreated wastewater from the treatment
and disposal facilities is prohibited.
13. The Permittee, at least six (6) months prior to the expiration of this Permit,
shall request its extension. Upon receipt of the request, the Commission will
review the adequacy of the facilities described therein, and in indicated, will
extend the Permit for such period of time and under such conditions and
limitations as it may deem appropriate.
14. The application rate shall not exceed one (1) inch per acre per week.
15. The Permittee shall employ a certified wastewater treatment plant operator
in responsible charge of the wastewater treatment facilities. Such operator must
hold a certificate of the grade at least equivalent to the classification
assigned to the wastewater treatment facilities by the Certification Commission.
16. Freeboard in the treatment and storage lagoon shall not be less than
two (2) feet at any time.
17. The issuance of this permit shall not relieve the Water's Edge Property Owners
Sanitary Sewer Association of the responsibility for damages to surface or ground
waters resulting from the operation of this facility.
18. The facilities shall be effectively maintained and operated as a non --discharge
system to prevent the discharge of any wastewater resulting from the operation of
this facility.

19. No type of wastewater other than that from the Water's Edge Subdivision shall be
sprayed onto the irrigation area.
20. No traffic or equipment shall be allowed on the disposal area except while
installation occurs or while normal maintenance is being performed.
21. Adequate inspection, maintenance, and cleaning shall be provided by the
permittee to insure proper operation of the subject facilities.
22. All residential pump facilities shall include a control system with an alarm and
necessary appurtenances which shall be compatible with the pressure sewer and
treatment systems.
23. All residential pump installations shall be designed by a professional engineer
licensed to practice in this state. The following design features shall be
determined for each pump; horsepower, total dynamic head and gallons per minute.
24. Pump stations to be installed within the Water's Edge Subdivision should be
manufactured by the same company so that like pumps will be used when possible.
25. The Water's Edge Property Owners Sanitary Sewer Association shall maintain an
inventory of Pressure sewer spare parts, including spare pumps, for maintenances
of the individual residential pumps. Pump repair response shall occur with a
maximum of six (6) hours from the time a call is received.
26. Within 90 days of permit issuance, three monitor wells, (one upgradient and two
downgradient) must be installed at the spray irrigation field and one downgradient
monitor well must be installed at the lagoon to monitor groundwater quality. The
location and construction details for these wells must be by approval of the
Mooresville Regional Office, from which a well construction permit must be
obtained.
27. The monitor wells must be sampled initially after construction and thereafter
every March, July, and November for the following parameters:
NO3 pH
Total Ammonia TOC
TDS Chloride
Total Colifo=ms Water Levels
The measurement of water level must be made prior to sampling for the remaining
parameters.
28. Any additional groundwater quality monitoring, as deemed necessary by the
Department, shall be provided.
29. The minimum buffer maintained between the wetted perimeter of the spray area, the
treatment lagoon and proposed residential units shall be a minimum of 400 feet.

we are forwarding herewith Permit.No. 6069R, dated September 12, 1983, to High Rock
Properties for the construction and operation of the subject non -discharge type
waste treatment facilities.
This permit shall be effective from the date of issuance until September 30,
1986,'and shall be subject to the following specified conditions and limitations;
and shall void Permit No. 6069 issued July 28, 1980.
If any parts, requirements, or limitations contained in this permit are unaccept-
able to you, you have the right to an adjudicatory hearing before a hearing officer
upon written demand to the Director within thirty (30) days following receipt of this

pursuant to the letter of request for renewal received March 22, 1983, and in conformi-
ty with the project plans, specifications, and other supporting data, subsequently
filed and approved by the Department of Natural Resources and Community Development
and considered a part of this permit.
This permit shall be effective from the date of issuance until September 30,
1986, and shall be subject to the following specified conditions and limitations; and
shall void Permit No. 6069 issued July 28, 1980:
1. This permit shall become voidable unless the facilities have been constructed in
accordance with the approved plans, specifications and other supporting data.
2. This permit is effective only with respect to the nature and volume of wastes
described in the application and other supporting data.
3. The facilities shall be properly maintained and operated at all times.
4. This permit is not transferable.
5. This permit shall become voidable in the event of failure of the soil to adequately
absorb the wastes, and may be rescinded unless the facilities installed, maintained
and operated in a manner which will protect the assigned water quality standards of
the surface waters, and prevent any contamination of the ground waters which will
render them unsatisfactory for normal use.
6. In event the facilities fail to perform satisfactorily, the Permittee shall take
such immediate corrective action as may be required by this Department.
7. The sludge generated from these treatment facilities must be disposed of in
accordance with G.S. 143-215.1 and in a manner approvable by the North Carolina
Division of Environmental Management.

8.
The Permittee shall employ a certified wastewater treatment
plant operator in
responsible charge of the wastewater treatment facilities.
Such operator must
hold a certificate of the grade at least equivalent to the
classification assigned
to the wastewater treatment facilities by the Certification
Commission.
9.
Diversion or bypassing of the untreated wastewater from the
treatment facility
is prohibited.
10.
The Permittee shall be responsible for providing adequate equipment
and personnel
so that the pressure sewer and effluent pump facilities are
properly maintained
and operated at all times.
11.
All effluent pump facilities shall include a control system
with an alarm and
necessary appurtenances which shall be compatible with the
pressure sewer and
treatment systems.
12.
All effluent pump installations shall have been designed by
a professional
engineer licensed to practice in this State. The following
design features shall
be determined for each pump: Horse power, total dynamic head
and gallons per
minute.
13. Pump stations to be installed within the William H. Hannah Subdivision should be
manufactured by the same company so that like pumps will be used when possible.
14. The High Rock Disposal System, Inc., Homeowners Association will be formed to
assume maintenance responsibility for the pressure sewer system, including the
effluent pumps. The association must be formed prior to transfer of system owner-
ship and maintenace responsibility, and the Association must obtain a permit from
the Division of Environmental Management for the continued maintenance and opera-
tion of the pressure sewer system and treatment facility.
15. The High Rock Disposal System, Inc. Homeowners Association shall maintain an inven-
tory of pressure sewer system spare parts, including spare pumps, for maintenance
of the individual home pumps. Pump repair response shall occur with a maximum of
4 to 6 hours from the time a call is received.
16. There shall be no discharge of wastewater into or through these facilities until
the wastewater treatment plant is completed and connected thereto.
17. A suitable year round vegetative cover shall be maintained.
18. Irrigation shall not be performed during inclement weather or when the ground
is in a condition that will cause runoff.
19. Dikes shall be constructed so as to prevent surface water runoff from the spray
field.
20. The Permittee shall provide and maintain monitoring facilities and a ground water
monitoring program such as may be required by the Division of Environmental
Management.
21. The application rate shall not exceed 1-inch/acre/week.
22. Freeboard in the treatment and storage lagoon shall not be less than two (2) feet
at any time.
23. The Permittee, at least six (6) months prior to. the expiration of this permit, shall
request its extension. Upon receipt of the request, the Commission will review the
adequacy of the facilities described therein, and if indicated, will extend the per-
mit for such period of time and under such conditions and limitations as it may deem
appropriate.

24. Failure to adhere to the schedule of completion indicated in Mr. Frederick T.
Atkins letter to Mr. D. Rex Gleason dated June 22, 1983, shall render this permit
voidable.

7. Solids, sludges, or other pollutants removed or resulting from the wastewater
treatment process shall be contained and disposed of in such a manner as
to prevent any contamination of the surface or ground waters of the State.
8. This is a Class I Wastewater Treatment Plant and the person in responsible
charge must hold a valid Grade I Certificate.
9. Diversion or bypassing of the untreated wastewater from the treatment
facility is prohibited.
10. The Permittee shall be responsible for providing adequate equipment and
personnel so that the pressure sewer and effluent pump facilities are
properly maintained and operated at all times.
11. All effluent pump facilities shall include a control system with an alarm
and necessary appurtenances which shall be compatible with the pressure
sewer and treatment systems.
12. All effluent pump installations snail be designed by a professionsl
engineer licensed to practice in this State. The following design features
shall be deteruined for each pump: Morse power, total dynamic head and
gallons per minute.
13. All pumps to be installed within the William H. Hannah Subdivision
should be manufactured by the same company so that like pumps w411 be
used when possible.
14. The High Rock Disposal. System, Inc., Homeowners Association will be fozzod
to assume maintenance responsibility for the pressure sewer system, including
the effluent pumps. The Association must be formed prior to transfer of
system ownership and maintenance responsibility, and the Association must
obtain a permit from the Division of Environmental Management for the
continued maintenances and operation of the pressure sewer system and treat-
me-zt facility.
15, The High dock Disposal System, Inc., Homeowners Association, shall maintain an
inventory of pressure sewer system spare parts, including spare pumps, for
maintenance of the individual home pumps. Pump repair response shall occur
within a maximum of 4 to 6 hours from the time a call is received.
16. There shall be no discharge of wastewater into or through these facilities,
until the new wastewater treatment plant is completed and connected there to.
