The following correction been made to the permit: 1. The expiration date for the permit was erroneously listed in the system description as being July 31, 2005. The error has been corrected to reflect the proper expiration date (i.e., September 30, 2005). Please replace Page 1 with the corrected Page I into Permit No. WQ0001730, issued October 31, 2000. Stevens cc: CMS Engineering Wake County Health Department Raleigh Regional Office, Water Quality Section Raleigh Regional Office, Groundwater Section Central Office, Groundwater Section Technical Assistance and Certification Unit Non -Discharge Compliance/Enforcement Unit Permit File WQ0001730 1617 Mail Service Center, Raleigh, North Carolina 27699-1617 Telephone (919) 733-5083 Fax (919) 715-6048 An Equal Opportunity Affirmative Action Employer 50% recycled/10% post -consumer paper NORTH CAROLINA ENVIRONMENTAL MANAGEMENT COMMISSION DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES RALEIGH RESIDUALS LAND APPLICATION PERMIT In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North Carolina as amended, and other applicable Laws, Rules, and Regulations PERMISSION IS HEREBY GRANTED TO City of Raleigh Wake County FOR THE continued operation of a residuals land application program consisting of the application of up to 7,000 dry tons per year of aerobically -digested wastewater treatment from the source listed in Condition H. 5. to approximately 1,005.16 acres of agricultural land in Wake County with no discharge of wastes to the surface waters, pursuant to the application received on September 30, 1999 and the additional information received on April 20, 2000, April 27, 2000, May 16, 2000, as well as August 21, 2000 and in conformity with the project plan, specifications, and other supporting data subsequently filed and approved by the Department of Environment and Natural Resources and considered a part of this permit. This permit shall be effective from the date of issuance until September 30, 2005; shall void Permit No. WQ0001730, issued February 14, 1997; and shall be subject to the following specified conditions and limitations: I. PERFORMANCE STANDARDS This permit shall become voidable if the soils fail to adequately assimilate the wastes and may be rescinded unless the sites are maintained and operated in a manner which will protect the assigned water quality standards of the surface waters and ground waters. 2. The Iand application program shall be effectively maintained and operated as a non -discharge system to prevent the discharge of any wastes resulting from the operation of this program. The issuance of this permit shall not relieve the Permittee of the responsibility for damages to surface or groundwaters resulting from the operation of this program. 4. In the event that the land application program is not operated satisfactorily, including the creation of nuisance conditions, the Permittee shall cease applying residuals to the sites, contact the Raleigh Regional Office, and take any immediate corrective actions as may be required by the Division of Water Quality (Division).
