Dear Mr. Carter:
On March 15, 1989, the Division of Environmental Management issued Permit No. WQ0001335
to E. M. Carter Meat Packing Co. for the construction and operation of the subject wastewater spray
irrigation facilities. In order to incorporate some modifications into the permit which the Division feels are
necessary for the purpose of consistency, Permit No. WQ0001335 is being administratively amended.
Conditions 10 and 35 require that monitoring data and reports on the operation of the facility be submitted
to the Wilmington Regional Office every six months. These two conditions are being modified to require
that this data be submitted on or before March 31 and September 30 of the each year to the following
address:

This permit shall be effective sixty days from your receipt of it until February 28, 1994. All other
conditions and limitations specified in Permit No. WQ0001335, issued March 15, 1989, are in full force
and effect. Please pay particular attention to the monitoring requirements in this permit. Failure to
establish an adequate system for collecting and maintaining the required operational information will result
in future compliance problems.
If this modification is unacceptable to you, you have the right to request an adjudicatory hearing on
the modified portion of this permit upon written request within 30 days following receipt of this permit.
This request must be in the form of a written petition, conforming to Chapter 150B of North Carolina
General Statutes, and filed with the Office of Administrative Hearings, P.O. Drawer 27447, Raleigh, NC
27611-7447. Unless such demands are made this permit modification shall be final and binding.
