Dear Mr. Vogt:

Subject: Correction to Attachment A Certification
Permit No. W00001271
Cape Fear Public Utility Authority
CFPUA Residuals Land Application Program
Land Application of Residual Solids (503)
New Hanover County
It has been brought to our attention that Attachment A of existing Permit No. W00001271, issued
March 26, 2010, contains errors. We are herewith forwarding the corrected Attachment A.
The following corrections have been made to Attachment A:
1. Footnote "a" has been modified to correctly explain the sequence of transferring and
dewatering residuals from the various facilities.
2. The table and footnote "b" have been modified to indicate the sampling frequencies for
residuals taken from the Walnut Hills WWTP facility.
Please replace Attachment A with the corrected Attachment A into Permit No. W00001271,
issued March 26, 2010.
If you have any questions regarding this request, please contact David Goodrich by telephone at
(919) 715-6162 or via e-mail at david.goodrich@ncdenr.gov.
Sincerely,
or Coleen H. Sullins

For Dr) Ing iced. Filter Press or other solid residuals:
'The Sweeny WTP liquid residuals are transported to the Northside WWTP and are dewatered. The Northside WWTP liquid residuals are dewatered at the Northside WWTP where they are
generated. The Sweeny WTP dewatered residuals and Northside WWTP dewatered residuals are then transported to the Southside WWTP. The Southside ww,rP liquid residuals are dewatered at tlie
Southside WWTP where they are generated. The dewatered residuals from the Sweeny WTP, the Northside WWTP, and the Southside WWTP are then blended at the Southside WWTP and stored at
the Southside WWTP storage pad prior to land application. Only the dewatered residuals from the Southside WWTP residuals storage pad may be land applied. Composite samples from the mixed,
dewatered residuals are collected for monitoring for Conditions 111.2. and 111.3. Monitoring fior Condition 111.4. is conducted at the source facilities, Northside WWTP and Southside WWTP.
Monitoring for Condition 111.4. is not required for residuals at the Sweeny WTP.
h The residuals at the Walnut Hills WWTP will be monitored at the facility far Condition 111.4. (pathogen reduction and vector attraction reduc(ion) in accordance with the amount of residuals
produced, as listed in the table below. If the residuals fail to pass either of these tests or are not tested as described here, they will be processed at the Northside Wastewater Treatment Plant by being
hauled to the NSWWTP and being mixed with the existing residuals at the plant to undergo anaerobic digestion. If the residuals pass both tests, they shall be hauled to the dewatering process feed
tank at the Northside Wastewater Treatment Plant for dewatering, then blended for normal production at the storage pad of the Southside Wastewater Treatment Plant. Only the dewatered residuals
from the Southside WWTP residuals storage pad inay be land applied. Composite samples from the mixed, dewatered residuals are collected for monitoring for Conditions 111.2. and 111.3.
