Dear Mr. Emory:
In accordance with your application received February 7, 1989, we
are forwarding herewith Permit WQ 0001165 for the operation of a
subsurface wastewater disposal system to serve the Transylvania County
Landfill Facilities.

This Permit will be effective from the date of its issuance until
rescinded, and shall be subject to the conditions and limitations as
specified therein.

P E R M I T
For the Discharge of Sewage, Industrial Wastes, or Other Wastes
In accordance with the provisions of Article 21 of Chapter 143,
General Statutes of North Carolina as amended, and other applicable
Laws, Rules and Regulations
PERMISSION IS HEREBY GRANTED TO
Transylvania County Board of Commissioners
FOR THE
construction and operation of a septic tank ground absorption wastewater
treatment system consisting of a 1200 gallon septic tank, 1000 gallon
oil/water separator, distibution box and two drain trenches (3' x 80'
each) to serve shop facilities at the Transylvania County Landfill,
and pursuant to the application received on February 7, 1989, and in
conformity with the project plans, specifications, and other supporting
data, subsequently filed with the Department of Natural Resources and
Community Development and considered a part of this Permit.
This Permit shall be effective from the date of its issuance until
rescinded, and shall be subject to the following specified conditions
and .limitations
1. Flow limiting devices shall be used on all facilities
at the Transylvania County Landfill.
2. This Permit is effective only with respect to the
nature and volume of wastes described in the
application and other supporting data.
3. This Permit shall become voidable in event of failure
of the soil to adequately absorb the wastes, and may
be rescinded unless the facilities are installed,
maintained, and operated in a manner which will protect
the assigned water quality standards of the surface
waters, and prevent any contamination of the ground
waters which will render them unsatisfactory for
normal use.

4. This facility shall not discharge directly to the surface
waters of the State.
S. In the event the facilities fail to perform satis-
factorily, the owners shall take such immediate
corrective action as may be required by this Depart-
ment.
6. This Permit is not transferable.
7. The method for final disposal of screenings, scum,
and sludges from these facilities shall not result
in any contamination of the surface or ground waters
of this State.
8. This disposal system shall be abandoned immediately
upon the availability of a regional sewer system.
9. A groundwater monitor well shall be constructed at the
site prior to utilization of the septic tank disposal
system at a location approved by the Asheville Office
of the Division of Environmental Management.
10. The monitor well shall be sampled prior to the
utilization of the septic tank disposal system and
thereafter during the months of March, July and
November for NO3, TA, TDS, pH, C1, TOC and total
coliform. The sampling shall also include TOX
(initially and thereafter in November only). In
the event that a TOX concentration of 5.0 ppb or
greater is detected, any individual halogenated
organic compound(s) present at a concentration
at or above the method detection limit (MDL) must
be identified and quantified utilizing EPA methods
601, 602, 604 and 611.
11. The approved nitrification fie__d site must not be
disturbed, regraded, or substituted without written
permission from the Asheville Regional Supervisor.
12. Upon completion of construction and prior to operation of this
permitted facility, a certification must be received from a
professional engineer certifying that the permitted facility
has been installed in accordance with the requirements of this
permit and the approved plans and specifications. Mail the
certification to the Permits and Engineering Unit, P. O. Box
27687, Raleigh, N. C. 27611-7687.
13. The Asheville Regional Office, phone number 704/251-6208, shall
be notified at least twenty-four (24) hours in advance of
operation of the installed facilities so that an in-place
inspection can be made. Such notification to the regional
supervisor shall be made during the normal office hours from
8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding
State Holidays.
