On August 5, 2009, Session Law 2009-406, entitled "An Act to Extend Certain Government
Approvals Affecting the Development of Real Property Within the State," was enacted by the General
Assembly and signed into law. The Act, known as the Permit Extension Act of 2009, extends the
expiration date of certain government approvals and permits. In addition, Session Law 2010-177
extended the Act by another year.
Non -discharge permit, WQ0000986, issued by the Division of Water Quality on February 13,
2009 falls within the scope of this Act, and is therefore being extended until January 31, 2018. With this
letter, the permit renewal application received July 2, 2013 is being returned. Please note per your permit,
a renewal application must still be submitted six months in advance of the extended expiration date.

In accordance with your application received December 27, 1988, we are
forwarding herewith Permit No. WQ0000984, dated January 12, 1989, to the City of
Wilson for the construction and operation of the subject wastewater collection
system extensions.
This permit shall be effective from the date of issuance until rescinded, and
shall be subject_ to the conditions and limitations as specified therein.
If any parts, requirements, or limitations contained in this permit are
unacceptable to you, you have the right to request an adjudicatory hearing upon
written request within 30 days following receipt of this permit. This request must
be in the form of a written petition, conforming to Chapter 1508 of North Carolina
General Statutes, and filed with the Office of Administrative Bearings, Post Office
Drawer 11666, Raleigh, North Carolina 27604. Unless such demands are made this
permit shall be final and binding.
One (1) set of approved plans and specifications is being forwarded to you. If

For the discharge of Sewage, Industrial Wastes, or Other Wastes
In accordance with the provisions of Article 21 of Chapter 143, General Statutes
of North Carolina as amended, and other applicable Laws, Rules, and Regulations
PERMISSION IS HEREBY GRANTED TO
City of Wilson
Wilson, County
FOR THE
construction and operation of approximately 660 linear feet of 8 --inch gravity sewer
to serve Wellington Drive and Wooten Boulevard and the discharge of 1,000 GPD of
collected domestic wastewater into the the City of Wilson's existing sewerage system
pursuant to the application received December 27, 1988, and in conformity with the
project plan, specifications, and other supporting data. subsequently filed and
approved by the Department of Natural Resources and Community Development and
considered a part of this permit.
This permit shall be effective from the date of issuance until rescinded, and
shall be subject to the following specified conditions and limitations:
1. This permit shall become voidable unless the facilities are constructed in
accordance with the approved plans, specifications and other supporting data.
2. This permit is effective only with respect to the nature and volume of wastes
described .in the application. and other supporting data.
3, The facilities shall be properly maintained and operated at all times.
4. The sewage and wastewater collected by this system shall be treated in the
Wilson Wastewater Treatment Plant prior to being, discharged into the receiving
stream.
S. This permit is not transferable,
b. Construction of the sewers shall be so scheduled so as not to interrupt service
by the existing utilities nor result in an overflow or bypass discharge of
wastewater to the surface waters of the State.
7. Upon completion of construction and prior to operation of this permitted
facility, a certification must be received from a professional engineer
certifying that the permitted facility has been installed in accordance with the
requirements of this permit and the approved plans and specifications. Mail the
certification to the Permits and Engineering Unit, P.O. Box 27687, Raleigh, N.C.
27611--7687.
8. A copy of the approved plans and specifications shall be maintained on file by
the Permittee for a minimum of five years from the date of issuance.
Permit issued this the 12th day of January, 1989.
