Dear Mr. Ruffin:
In accordance with your application received December 12,
1988, we are forwarding herewith Permit No. WQ 0000922 dated
March 8, 1989 to the Cabarrus County Board of Commissioners for
the construction and operation of the subject non -discharge type
waste treatment facilities.
This Permit shall be effective from the date of issuance
until rescinded, and shall be subject to the conditions and
limitations as specified therein.
If any parts, requirements, or limitations contained in
this Permit are unacceptable to you, you have the right to an
adjudicatory hearing before a hearing officer upon written
demand to the Director within thirty (30) days following receipt
of this Permit, i_denEifying the specific issues to be contended.
Unless such demand is made, this Permit shall be final and
binding.
The Mooresville Regional Supervisor should be notified at
least forty-eight (48) hours in advance of backfilling of the
installed subsurface disposal system so that an in-place

inspection can be made. Such notification should be made during
normal working hours from 8:00 AM to 5:00 PM.
One (1) set of approved plans and specifications is being
forwarded to you.

In accordance with the provisions of Article 21 of Chapter
143, General Statutes of North Carolina as amended, and other
applicable Laws, Rules and Regulations

distribution box, a nitrification field having four (4) four -inch
diameter distribution lines, each 80 linear feet in length
{320 linear feet, total} and associated pipes, valves and
fittings to serve the Cabarrus County Sherrif's Department
Firearms Training Range with no discharge of collected domestic
wastewater .into the surface waters of the State,
pursuant to the application received December 12, 1988, and in
conformity with the projected plans, specifications, and other
supporting data, subsequently filed and approved by the
Department of Natural Resources and Community Development and
considered a part of this Permit.
This Permit shall be effective from the date of issuance
until rescinded, and shall be subject to the following specified
conditions and limitations:
1. This Permit shall become voidable unless the
facilities are constructed in accordance with the
approved plans, specifications and other supporting
data.
2. This Permit is effective only with respect to the
nature and volume of wastes described in the
application and other supporting data.

3. The facilities shall be properly maintained and
operated at all times.
4. This Permit is not transferable.
5. This Permit shall become voidable in the event of
failure of the soil to adequately absorb the wastes,
and may be rescinded unless the facilities are
installed, maintained and operated in a manner which
will protect the assigned water quality standards of
the surface waters, and prevent any contamination of
the ground waters which will render them
unsatisfactory for normal use.
6. in the event the facilities fail to perform
satisfactorily, the Permittee shall take such
immediate corrective action as may be required by this
Department.
7. Solids, sludges, or other pollutants removed or
resulting from the wastewater treatment process shall
be containedand disposed of in such a manner as to

waters of the State.
8. Diversion or bypassing of the untreated wastewater
from the subsurface disposal facility is prohibited.
9. The Mooresville Regional Supervisor shall be notified
at least forty-eight (48) hours in advance of
backfilling of the installed subsurface disposal
system so that an in-place inspection can be made of
said system prior to backfilling. Such notification
to the Regional Supervisor shall be made during the
normal office hours from 8:00 AM until 5:00 PM on
Monday through Friday, excluding State Holidays.
10. A suitable year round vegetative cover shall be
maintained.
11. Sufficient land area shall be reserved for a complete
drain field installation on property owned by the
Permittee.
12. The approved nitrification field site shall not be
disturbed, regraded or substituted without written
permission from the Mooresville Regional Supervisor.

13. Any groundwater quality monitoring, as deemed
necessary by the Division of Environmental Management,
shall be provided.
