Dear Permittee:
The Division of Environmental Management issued the subject permit on
12/09/88 for the construction and/or operation of a subsurface wastewater
treatment and disposal system. This Division processed a nondischarge
permit under the jurisdiction of North Carolina General Statutes
143-215.1 and 130A-335 and North Carolina Administrative Code Section 15
NCAC 2H .0200; "Waste Not Discharged to Surface Waters" which was issued
until rescinded.
On July 14, 1992, House Bill 1545 was ratified in the North Carolina
General Assembly which transferred the authority for the plan review,
permit issuance and compliance monitoring of most Environmental
Management Commission subsurface wastewater treatment and disposal
systems, whose staff body is the Division of Environmental Management, to
the Commission for Health Services through the local health departments
and the Division of Environmental Health. Under this new authority, the
nondischarge permit for the wastewater treatment and disposal system
under Permit No WQ0000877 is now under the jurisdiction of the WAYNE
County Health Department and the Division of Environmental Health. Under
this new authority, any renewal requests, or requests for modifications,
upgrades or repairs of this system will now be reviewed and processed by
the WAYNE County Health Department.

Landfill Scale House
Wayne County
Mr. Wyman Yelton, County Manager, has submitted a request
for a septic tank nitrification field permit.
The proposed system is a 750 GPD septic tank & 60 linear
feet of drain lines. The proposed system is to serve one person
in the scale house at the Wayne County landfill on SR 1129.
The site can be located by beginning at the intersection of
SR 1127 and SR 1129; proceed east along SR 1129 for approximately
one mile. The site is on the north side of the road.
The soil scientist, Mr. J.A. Chiarizio, describes the soil
type as Kenansville, sandy and free -draining, with the seasonal
high water table at five feet below natural ground surface.
Mr. Chi'arizio recommends an application rate of .5 -.7
gal/ft /day.
The design engineer, Mr. J.D. Grady, Jr., P.E., projects a
design flow of 50 GPD. The nitrification field is two lines at
30 linear feet each and, at an application rate of 0.6
gal/ft /day, capable of handing 100 GPD.
A site visit was made on 12/6/88, with the project found as
described. It is recommended that the permit request be granted.
