GFT Residuals Land Application Program Land Application of Residual Solids (503) Granville County In accordance with an e-mail request from Mr. Cecil G. Link of S&ME, Inc. received on January 20, 2004, we are forwarding herewith a corrected Attachment A, certified on June 27, 2003, of Permit No. WQ0000838, issued on September 13, 2002, for the subject residuals land application program. The following correction has been made to Attachment A: With the September 13, 2002 issuance of this permit, all residuals source -generating facilities and land application sites approved under three different permits issued to Granville Farms, Inc. (i.e., Permit Nos. WQ0000838, WQ0004801, and WQ000815) were combined into a single permit (i.e., Permit No- WQ0000838). The extraneous permit numbers were permanently rescinded from the Division of Water Quality's (Division) database. During this consolidation, one of the residuals source -generating facilities (i.e., the City of Rocky Mount's Tar River Regional WWTP) was accidentally left out of the list of facilities from which generated residuals are approved for land application under this program. This omission was propagated to the modified Attachment A that was certified on June 27, 2003. With this correction, this facility has been added to Attachment A, meaning that up to 300 dry tons per year may be hauled and land applied under this program. Note that the Division has taken this opportunity to correct the referenced NPDES permit number for this facility (i.e., the reference in the January 11, 2002 issuance of Permit No. WQ0008015 was erroneous). The- Division apologizes for any confusion that this error might have caused, and we appreciate Mr. Link's diligence in reviewing this permit thoroughly and calling this issue to our attention. Please replace Attachment A, certified on June 26, 2003, with this corrected Attachment A certified on June 26, 2003, into Perlmit No. WQ0000838, issued on September 13, 2002. The records shall sheet the criteria in the monitoring and reporting requirements that are stipulated in Condition Ill. 4. Provided that the residuals from this residuals -source generating facility are not mixed with any other residuals approved by this permit, Otis facility shall be exempt from complying with the performance standuds stipulated in Condition I. 7. as well as the monitoring and reporting requirements stipulated in Condition Ill. 4. ` Tltc Town of Weldon WWTP shall receive 100 -percent industrial waste from the Reser's Fine Foods Facility. Only the above permitted volume of residuals shall be treated by the Town of Weldon W1VTP on behalf of the Reser's Fine Foods Facility. The Division's approval of this residuals source -generating facility is contingent on the Fact that the residuals from doe Reser's Fine Foods Facility will not be mixed with any other residuals from the Town of Weldon WWTP. One of the following methods shall be utilized prior to or during land application of lbese residuals to control possible nuisance conditions: ( I ) the residuals shall be injected, (2) the residuals shall be incorporated into the soil within 24 hours of surface application, or (3) sufficient lime shall he added to the residuals to create a uniform mixture and achieve a pH of 10 for 30 minutes prior to being surface land applied. ` lite residuals from this residuals source -generating facility shall be analyzed for calcium, magnesium, and sodium and the sodium adsorption ration (SAR) shall be calculated before any land application event of the residuals occurs The analytical and calculation results shall be submitted to and acknowledged by the Division prior to commencing the land application event. Mail four copies of the results to the NCDENR-DWQ, Water Quality Section, Non -Discharge Permitting Unit, clo Residuals Program Coordinator, 1617 Mail Service Center, Raleigh, NC 27699.1617. Only residuals from the residuals source -generating facility treating Shearon Harris Power Plant's domestic wastewater (i.e., serves employees only) shall be approved for land application. Note that a permit modification application package shall be submitted and approved by the Division should it be desired that residuals from any other facility at Sheamn Harris Power Plant be approved for land application at a future point in time. ` The residuals from this residuals source -generating facility shall be analyzed to corm compliance with the ceiling concentrations for the nine pollutants listed in Table 1 of 40 CFR Pan 503.13 before any land application event of the residuals occurs. The analytical results shall be submitted to and acknowledged by the Division prior to commencing the land application event. Mail four copies of the results to the NCDENR-DWQ. Water Quality Section, Nan -Discharge Permitting Unit, c/o Residuals Program Coordinator, 16I7 Mail Service Center, Raleigh, NC 27699-1617. This residuals source -generating facility shall be exempt from the monitoring requirements stipulated in Condition 111. 2. only as long as the w siewater being treated by the facility is domestic in nuturr. If any volume of industrial wastewater is introduced to the facility for treatmew. such monitoring shall be required on an annual frequency.
