Residuals Land Application Program Land Application of Residual Solids (503) (Non -Dedicated) Granville County In accordance with your permit modification request received August 22, 2014, we are forwarding herewith modified Attachment A, certified December 4, 2014 to Granville Farms, Inc. ,for the subject residuals program. This certification is being issued to modify Attachment A by: Adding the Johnston County WWTP (NC0030716) to the program as a one-time application, 100 DTY residuals source. We are removing the Town of Creedmoor WTP and the Town of Wake Forest WWTP (Smith Creek WWTP) from the program as residuals sources. This modified Attachment A shall be effective from the date of certification until July 31, 2015 (i.e. expiration date of the current permit); shall void Attachment A of Permit No. WQ0000838 that was previously certified on August 28, 2006, and shall be subject to the conditions and limitations as specified therein and well as those specified in the above -referenced permit. Please replace the Attachment A of Permit No. WQ0000828, issued on August 28, 2006, with this modified Attachment A. Please note that only the maps for any new residuals -generating sources and/or land application sites are attached to this letter. It is the Pennittee's responsibility to ensure that a complete permit is created by inserting these documents into the previously issued permit. If any parts, requirements, and/or limitations contained in this certification or modified Attachment A are unacceptable, you have the right to request an adjudicatory hearing upon written request within 30 days following receipt of the certification. WRF shall receive 100 -percent industrial waste from the Reser's Fine Foods Facility. Only the above permitted volume of residuals shall be treated by the Halifax Co, WRF on behalf of the Reser's Fine Food Facility, The Division's approval of this residuals source - generating facility is contingent on the fact that the residuals from the Reser's Fine Food Facility will not be mixed with any other residuals from the Halifax Co. WRF. One of the following methods shall be utilized prior to or during land application of these residuals to control possible nuisance conditions: (1) the residuals shall be injected, (2) the residuals shall be incorporated into the soil within 24 hours of surface application, or (3) sufficient lime shall be added to the residuals to create a uniform mixture and achieve a pH of 10 for 30 minutes prior to being surface land applied. d The residuals from this residuals source -generating facility shall be analyzed for calcium, magnesium, and sodium and the sodium adsorption ration (SAR) shall be calculated before any land application event of the residuals occurs. The analytical and calculation results shall be submitted to and acknowledged by the Division prior to commencing the land application event. Mail four copies of the results to the NCDENR-DWR, Water Quality Permitting Section, 1636 Mail Service Center, Raleigh, NC 27699-1636. e Only residuals from the residuals source -generating facility treating Shearon Harris Nuclear Power Plant's domestic wastewater (i.e., serves employees only) shall be approved for land application. Note that a permit modification application package shall be submitted and approved by the Division should it be desired that residuals from any other facility at Shearon Harris Power Plant be approved for land application at a future point in time. WQ0013252 Version 2.7 Attachment A Page 3 of 4 � The residuals from this residuals source -generating facility shall be analyzed to confirm compliance with the ceiling concentrations for the nine pollutants listed in Table 1 of 40 CFR Part 503.13 before any land application event of the residuals occurs. The analytical results shall be submitted to and acknowledged by the Division prior to commencing the land application event. Mail four copies of the results to the NCDENR-DWR, Water Quality Pennitting Section, Non -Discharge Permitting Unit, c/o Residuals Program Coordinator, 1617 Mail Service Center, Raleigh, NC 27699- 1617. 9 This residuals source -generating facility shall be exempt from the monitoring requirements stipulated in Condition III. 2. only as long as the wastewater being treated by the facility is domestic in nature. If any volume of industrial wastewater is introduced to the facility for treatment, such monitoring shall be required on an annual frequency. h This is a one-time application event.
