Amendment to Permit No. 7319-R2
City of Havelock
Land Application of Sludge
Craven County
Dear Mr. Kennedy:
Tn accordance with a letter dated May 12, 1988, we are amending Permit No.
7319-R2 to allow for the disposal of sludge from both the Havelock Wastewater
Treatment Plant and the Havelock Potable Water Plant to a 200 acre site owned by fir.
John S. Hardee with no discharge to the surface waters of the State.
Permit No- 7319-R2 is further amended as follows:
Condition No. 1.2 is replaced 3.s its entirety as follows:
12. a) Monthly composite samples shall be taken from the wastewater treatment
plant digester and sludge concentrator and analyzed for copper, TKN,
ammonia nitrogen, nitrate and nitrogen and nitrite nitrogen. The
analysis should be reported in mg/1. The analysis shall be reported to
the Washington Regional. Office after a period of eighteen months to
re-evaluate the sludge land application rates.
b) Composite samples shall be taken once every six months from the water
treatment plant sludge and analyzed for copper and total nitrogen.
The analysis should be recorded in mg/1. The analysis shall be
reported to the Washington Regional Office after a period of eighteen
months.
Condition No. 1.5 is replaced in its entirety as follows:
15. No type of sludge other than that from Havelock Wastewater Treatment
Plant and the Havelock Potable Water Plant shall be placed on the land
application disposal site.

21. The application rate shall not exceed:
For the Havelock Wastewater Treatment Plant Sludge.
A. 5 dry tons/acre/year
B. 2.5 dry tons/acne/week
C. 300 lbs pan/acre/year
D. 250 lbs copper/acre total
For the Havelock Potable Water Treatment Plant Sludge
A. 300 lbs Pan/acre/year
B. 250 lbs copper/acre/year
Permit No. 7319-R2 is further amended to add to the following condition:
26. One acre per year shall be used for the disposal of the Havelock Potable
Water Plant sludge.
If any parts, requirements, or limitations contained in this permit are
unacceptable to you, you have the right to request an adjudicatory hearing upon
written request within 30 days following receipt of this permit. This request must be
in the form of a written petition, conforming to Chapter 250B of North Carolina
General Statutes, and filed with the Office of Administrative Hearings, Post Office
Drawer 11666, Raleigh, North Carolina 27604. Unless such demands are made, its permit
shall be final and binding.
This permit amendment does not alter any other conditions or limitations
specified in Permit No. 7319-R2. If you have any questions or need additional
