Holec, Interim City Manager City of Lumberton PO Box 1388 Lumberton, North Carolina 28358 Subject: Permit No. WQ0000672 City of Lumberton Land Application of Residuals Robeson County Dear Mr. Holec: This is in reference to a letter received on October 2, 1992 from Mr. Rob Wilcox of Soil and Materials Engineers. Mr. Wilcox has requested on behalf of the City of Lumberton, that the Division allow the one time land application of approximately 1.0 million gallons of water treatment plant alum sludge from the City of Lumberton's water treatment plant to be transported from the water treatment plant and land applied separately from the wastewater treatment plant sludge. Once the application of alum sludge is complete, wastewater treatment plant sludge will be land applied on these same sites. Permit No. WQ0000520 issued on August 28, 1992 allowed the application of both the wastewater treatment plant sludge and the alum sludge. The alum sludge is being transported to the wastewater treatment plant via a sewer extension and removed form the treatment process with the wastewater sludge and land applied. The City has experienced problems with the discharge of alum sludge through the wastewater treatment plant and therefore, has an inventory of alum sludge at the water treatment plant which must be transported to the land application sites separate from the wastewater treatment plant sludge. The Division will allow transportation of this material separately provided that all terms and conditions of Permit No. WQ0000672 issued August 28, 1992 are met, including, but not limited to volume of application of each material, loading rates, record keeping and reporting. This activity must be reported as required in the annual report to be submitted to this Division on or before March 1, 1993.
