Therefore, as you requested, Permit No. 4 WQ0000628 is hereby rescinded, effective immediately. If in the future, you determine that you wish to operate a nondischarge wastewater treatment system, you .must first apply for and receive a new Nondischarge Permit. Operation of a wastewater system without a valid Nondischarge Permit will subject the owner to a civil penalty of up to $10,000 per day. Miller, Environmental Technician Re: Recommendation for Rescission State Permit No. WQ0000628 Flanders Filters Beaufort County By way of a copy of a letter from you to Jeffrey H. Foltz of Flanders Filters dated December 10, 1992, we were asked to confirm that the referenced permit is no longer needed. According to Jerry D. Cutler (City of Washington Treatment Facilities Superintendent) as of January 10, 1994 Flanders Filters connected their wastewater treatment system to the City's central sewerage system. The wastewater treatment system has been permitted by the City under their pretreatment program. Because the spray irrigation disposal system is no longer in use, the referenced.permit is no longer needed. We recommend the permit be rescinded. r. ® FLANDERS FILTERS, INC. P.Q. The pipe has been run from our facility to the lift station. A crew is currently working on connecting the new pipe to the lift station. Mr. Russell Waters, Director of Public Works, is stall planning to have all work completed and Flanders Filters tied into the city system before the end of December. In a discussion with Mr. Robert Farmer of the State Compliance Section we discussed my current bill for compliance monitoring. Since the spray field should be out of service before expiration of the permit he suggested I sign the invoice requesting that the permit be rescinded. I have done so and returned it to Raleigh. From: Carolyn McCaskill on Fri, Dec 10, 1993 12:38 PM Subject: Flanders Filters-WQ628 To: Dianne Williams Wilburn I am in receipt of a copy of the letter you signed dated December 10, 1993 acknowledging that the company has requested that the permit be rescinded. I have had contact with the company for the last few months and the letter they sent was to request that the permit be allowed to expire without them being fined for failing to request renewal in a timely manner. They have an existing spray permit under WQ628 that is going to be eliminated once a connection vai a sewer extension to the City of Washington is made. We issued a sewer extension to them for this connection and they needed to maintain their spray permit until the connection is made. The spray permit is due to expire on January 31, 1994 and they will probably need every day of this time, in fact, they were told to keep me up to date, because they may need more time, and they were told that the spray could not be allowed to expire and it still operational. The letter indicated that once you receive confirmation from the Washington Regional office, that the permit would be rescinded. This should not happen unless in fact, the region confirms that the connection is made and this facility is off line and out of operation. FYI and use. Call me if questions. Tks, Carolyn
