Land Application of Wastewater Residuals Wake County Dear Mr. Woodall: In accordance with the renewal and amendment request received on April 1, 1997, we are forwarding herewith Permit No. WQ0000506, dated May 8, 1998, to Wallace Woodall Vacuum Pumping Services, Inc. for the continued operation of a wastewater residuals Iand application program. This permit is being amended as requested to allow the water treatment residuals from the Gulf Goldston Sanitary District to be included in the existing land application program. In addition, the groundwater monitoring program has been deleted from the subject permit. The monitoring wells should be properly abandoned in accordance with the Groundwater Section. Please contact the Raleigh Regional Office, Groundwater Section, (919) 571-4700, for further information. Please be advised, the record-keeping for the land application program needs to be improved. PIease ensure that analyses are current and reflect all the parameters listed in the permit. In addition, the appropriate pathogen reduction and vector attraction reduction must be clear and verified prior to land application. This information should be available at all times for inspection. Several permit conditions have been revised and updated, therefore, please read this renewed permit carefully. In addition, please be advised of Permit Conditions I I and 2 and IV I concerning the construction and installation of the previously approved wastewater lagoons. A certification must be received with respect to the construction of the lagoon and verification of the lagoon liners. Storing residuals in these lagoons without being certified may lead to an enforcement action. This permit shall be effective from the date of issuance until April 30, 2003, shall void Permit No. WQ0000506 issued January 27, 1997, and shall be subject to the conditions and limitations as specified therein. Please pay particular attention to the monitoring and reporting requirements contained in this permit.
