The Division acknowledges your request dated February 1, 1996 concerning the emergency
storage of wastewater residuals in the storage lagoons permitted and approved for construction on January
31, 1995. Due to the unseasonably wet winter and inclement weather, removal of sludge from the
facilities which you have permitted has been delayed, causing several facilities to exceed their NPDES
permit limits. Because it will take some time for your permitted land application sites to dry out enough to
get your equipment on the land, you have requested emergency storage for several of your facilities in
your previously permitted lagoons.
The following wastewater treatment facilities have submitted a letter indicating the need to remove-
sludge
emovesludge from their wastewater treatment plant and are hereby approved for sludge removal and storage in
rhe 450,000 gallon lagoon:
Trails Subdivision
Pope Industrial Park
Riverwalk Subdivision
Deer Chase Subdivision
Plantation Inn
Tradewinds Subdivision
Days Inn (Durham)
Cottonwood Subdivision
Mill Run Mobile Park
Neuse Crossing Subdivision
Nature Trails MHP
NC Center of Mature Adults (old Forty-Niners Club)
Records shall be kept indicating volumes of sludge removed from each facility. No other facilities
other than those listed will be allowed to be placed in the 450,000 gallon lagoon. Any residuals placed in
the 450,000 gallon lagoon shall be removed within six months of issuance of this emergency approval.
Core samples of the soil under the wastewater lagoon shall be required after removal of the residuals to
determine whether or not any contamination occurred. Groundwater monitoring wells may also be
required. If necessary, remediation efforts shall be undertaken if any contamination of the soil or
groundwater is detected.
