The Division of Environmental Management is forwarding herewith Permit No.
WQ0000347 as amended, dated June 29, 1989, to Research Properties Associates for the
construction and operation of the subject spray irrigation system.
The permit modification shall be in effect 60 days a.f:ter issuance of this
permit. The modification includes Affluent limitations and monitoring requirements
ns oul.lined in condition No. 31 and condition No. 26 as amoodied. Also, please note
the addition of ti1.e requirements for consL.ructi.on of t:he two storage lagoons in
condition No.'s 32 and 33.
This permit sh811 be effective from the date of .issuance until October 31,
1993, and shall be subject to the conditions and limitations as specified therein.

unacceptable to yoga, you have the right to request- an adjudicatory hearing upon
written request within 30 days following receipt: of this permit. This r.squest must

For the discharge of Sewage, .Industrial Wastes, or Other Wastes
In accordance with the provisions of Article 21 of Chapter .1.43, General Statutes
of North Carolina as amended, and other applicable Laws, Rules, and Regulations
PERMISSION IS HEREBY GRANTED TO

FOR THE
construction and operation of a 400,000 GPD (Phase I for 250,000 GPD and Phase 11
for 150,000 GPD) spray irrigation wastewater treatmenL and disposal system consisting
of the following items:

a) a 700 GPM pump station with dual pumps, stand-by power,, and high water alarm,
and approximately 6000 linear feet of 10 inch Eorce main,
b) a 400,000 GPD Davco contact stabilization wastewater treatment plant
consisting of a barscreen, a 50,030 gallon contact tank, a 1.00,162 gallon
reaeration tank, a 68,874 gallon clarifier, a 89,850 gallon aerated Sludge
digestion tank, a. gaseous chlorine injector., and a 1.1, .193 gallon chlorine,
contact tank,
c) two storage ponds with a total volume of approximately 90 acre-feet,
d) a 1.320 GPM pump station with dual horizontal split case pumps for, irrigation,
Q approximately 130 acres of spray irrigation disposal area with all associated
piping, valves, and appurtenances to serve the 'T'reyburn Development with no
discharge of treated wastewater to the waters of the State, pursuant to the
Application received September 11 1988, and in conformity with the project
plan, specifications, and other s"pporting data subsequently filed and
approved by the Department of. NaWral Resources and Commun.:i,ty Development and
considered a part of this permit.
This permit shall be effective from the date of. .issuance until. October 31, 1993,
and shall be subject to the following specified conditions and limitations:
I. This permit shall become voidable unless the facilities are constructed .in
accordance with the approved plans, specifications and other_ supporting data.

This permit is effective only with respect to the nature and volume of wastes
described in the application and other supporting data.
The facilities shall be properly maintained and operated at all times.
This permit is not transferable.
5. The Raleigh Regional Office, phone no. 91.9/733-23.1.4 shall be notified at least
twenty-four (24) hours in advance of operation of the :installed spray
irrigation treatment and disposal system so that an in-place inspection can be
made. Such notification to the regional supervisor shall be made during the
normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday,
excluding State Holidays. _
6. The sludge generated from these treatment facilities must be disposed of in
accordance with General Statute 143-215.1 and in a manner approvable by the North
Carolina Division of Environmental Management.
7. The spray irrigation facility shall. be effectively maintained and operated at
all times so that there is no discharge to the surface waters, nor any
contamination of ground waters which will render them unsatisfactory for normal.
use. In the event that the facilities fail to perform satisfactorily, including
the creation of nuisance conditions or failure of the irrigation area to
adequately absorb the wastewater, the Permittee shall tame such immediate
corrective action as may be required by the Division of Environmental Management.
) 8. A suitable year round vegetative cover shall be maintained.
9. Irrigation shall not be performed during inclement weather or when the ground is
in a condition that will cause runoff.
J.O. Adequate measures shall be taken to prevent wastewater runoff from the spray
field.
7.1. Diversion or bypassing of the untreated wastewater from the treatment facility
is prohibited.
12. The Permittee, at least six (6) montlis prior to the expiration of this permit,
shall request .its extension. Upon receipt of the request, the Commission wi.l.l
review the adequacy of the facilities described therein, sand if warranted, will
extend the Permit for such period of time and under such conditions and
limitations as it may deem appropriate.
13. The application rates shall not exceed 0.81 inches/week.
1.4. The Permittee shall employ a certified wastewater treatment plant: operator to be
in responsible charge of the wastewater treatment facilities. Such operator must:
hold a certificate oL the grade at: least egnJvalent to the classification
assigned to the wastewater treatment facilities by the Certification Commission.
15. Freeboard in the storage ponds, shall not be. .less than 2 feet at any lime.
16. No wastewater connection or discharge of any type shall. be made to the proposed
system until written approval has been obtained from the Division of
Environmental Management.
17. The issuance of this permit shall not relieve the Permittee of the responsibility
for damages to surface or groundwaters resulting from the operation of this
facility.
18. The facilities shall be effectively maintained and operated as a non -discharge
system to prevent the discharge of any wastewater resulting from the operation of
this facility.
1.9. No type of wastewater other than domestic wastewater shall be discharged into the
treatment facility or sprayed upon the irrigation area. The Division must review
and approve any other type of wastewater, including industrial wastewater prior
to discharge into the treatment facility.
20. Adequate inspection, maintenance, and cleaning shall be provided by the Permittee
to insure proper operation of the subject facilities.
2.1. In any .future transfer_ of this land, a notice shall be given to the new owner
that gives full details of the materials applied or incorporated at this site.
22. The Permittee steal.]. provide for -the pump station and force main the fol.3owi...ng
Items.
a. Pump-on/pump-off elevations located so that 2-8 pumping cycles may be achieved
per hour in the pump station.
K An air relief valve located at all high points aloDg the force main.
c. A screened vent for the wet well.
d. Fillets located in the wet well at the intersection of the flooring and
sidewal.ls.
e. Three (3) feet- of cover (minimum) over the. Eor.ce ma. -Ln or the use of ferrous
material where three (3) feet cannot be maintained.
f. Sufficient devices which wi l protect the pump station from vandals_
g. Flood protection if the pump station Is located below the 1 -00 -year flood
elevation.
23. A copy of the approved plans and specifications shal.l he maintained on file by
the Permittee for a minimum of Elva years from the date of issvanr_e.
24. Upon completion of construction tend prier to operation of this permitted
facility, a certification must be received from a professional engineer
certifying that the permitted facility has been installed in accordance with the
requirements of this permit and the approved plans and specifications. Mail the
certification to the Permits and Engineering Unit, P.U. Box 27687, Raleigh, N.C.
27611-7687.
25. The following buffers shall be maintained:
a) 400 feet between irrigation areas and a residence
b) 100 feet between irrigation areas and any drainageway, stream or lake.
c) 150 feet between irrigation areas an adjacent property lines.
26. Adequate records shall be maintained by the permittee tracking the amount of
wastewater disposed. These records shall include, but are not necessarily
limited to the following information:
a) date of irrigation
b) volume of wastewater irrigated
c) field irrigated
d) length of time field is irrigated
e) continuous weekly, monthly, and year-to-date hydraulic (inches per acre)
loadings for each field.
This in.format:i.on shall be submitted to the Water Quality Supervisor of. the
Raleigh Regional Office on a quarterly basis.
27. Prior to be.ginaz.in.g waste disposal operations, six (6) monitor wells, one (1)
l upgradient and one (1) downgradient of the lagoon and four (4) at the spray
irrigation fields, shall be installed to monitor groundwater quality. The
location and construction details for these wells must be approved by the Raleigh
Regional Office, from which a well construction permit must be obtained.
The monitor wells must be sampled initially after construction (and prior to
waste disposal operations) and thereafter every (larch, July, and November for the
following parameters:

The measurement of water level must be made prior to sampling for the remaining
parameters.
The anal.ytVal methods used for TUX must be capable of detecting the total of all
halogenated organic compounds present at a concentration of 5.0 parts per billion
(ppb) or tgra.ater. Tn the event that a TOX concentration of 5.0 ppb or greater is
detected, any 0 6i.vidual halogenated organic compound(s) present at a
concentration at or above the method detection limit (NDL) must be identified and
quantified ntilizing EPA methods 601, 602, 604 and 611.
The results of the sampling and analysis shall he sent to the N.C. Division of
Environmental Management on form GW -59 (Compliance Monitoring Report Form) every
April, August and December.
I 29. The northwestern half of the storage lagoon, bottom and side slopes, shall be
constructed with a compacted natural material liner. The liner shall be at .least
one foot) thick at all locations and shall have a maximun permeability of.
1 x 10 cm/sec. following installation and :inspection of the lagoon liner,
and prior to waste disposal operations, verification of the liner's compliance
with permeability and thickness .requirements must: be provided to the Groundwater
Section by the project engineer..
30. Any additional groundwater quality monitoring as deemed necessary by the
Department-, shall be provided.
31. During the life of this permit, the permittee shall maintain adequate records of
effluent quality at the subject facility. The effluent quality shall be limited
and monitored by the permittee as specified below:

These records shall be submitted to the Water Qnality Supervisor of the Raleigh
Regional Office on a quarterly basis.
All samples shall be taken prior to discharge of effluent into the holding ponds.
32. Prior to construction of the second storage lagoon a hydrogeologac description
shall be provided to the Division's Groundwater Section for review. Such a
description shall conform to 15 NCAC 2H .0205(d)(7)(c).
33. The construction details of the two storage lagoons shall conform to 1.5 NCAC 2H
.0219(4).
