Dear Mr. Jerger:
In accordance with your application received August 25, 1988, we are
forwarding herewith Permit No. WQ0000211, dated August 25, 1988, to C & S
Processing for the operation of the subject pump & haul wastewater disposal system.
This permit shall be effective from the date of issuance until February 29,
1989, and shall be subject to the conditions and limitations as specified therein.
If any parts, requirements, or limitations contained in this permit are
unacceptable to you, you have the right to request an adjudicatory hearing upon
written request within 30 days following receipt of this permit. This request- must
be in the form of a written petition, conforming to Chapter. 15013 of North Carolina
General Statutes, and filed with the Office of. Administrative Hearings, Post Off i.ce
Drawer 11666, Raleigh, North Carolina 27604. Unless such demands are made this
permit shall be final and binding.

For the discharge of Sewage, Industrial Wastes, or Other Wastes
In accordance with the provisions of Article 21 of Chapter 143, General Statutes
of North Carolina as amended, and other applicable Laws, Rifles, and Regulations
PERMISSION IS HEREBY GRANTED TO
C & S Processing
Guilford County
FOR THE
operation of a 70,000 GPD pump and haul disposal system to transport wastewater from
C & S Processing Company in Gastonia, N.C. to the municipal sewer system located at
Carolina By -Products in Greensboro, N.C. for ultimate treatment at the City of
CGreensboro's Osborne Wastewater Treatment Plant, pursuant to the application received
O August 25, 1.988, and in conformity with the project plan, specifications, and other
supporting data subsequently filed and approved by the Department of Natural
Resources and Community Development and considered a part of this permit.
This permit shall be effective from the date of issuance until February 29, 1989,.
and shall be subject to the following specified conditions and limitations:
1. This permit shall become voidable unless the f.ar liti.e.s are operated in
accordance with the approved plans, specifications and other supporting data.
2. This permit is effective only with respect to the nat:iirn. and volume of wastes
described in the application and other supporting data.
3. The facilities shall be properly maintained and operated nt ;ill times.
4. The sewage and wastewater collected by this system shall be treated in the
Osborne Wastewater Treatment Plant prior to being discharged into the receiving
stream.
5. This permit is not transferable.
6. This permit shall become voidable unless the agreement between City of
Greensboro for the collection and final treatment of C & S Processing Company
wastewater is in full force and effect.

7. In the event that the facilities fail to perform satisfactorily, including the t'
creation of nuisance conditions, the Permittee shall take such immediate
corrective action as may be required by this Division, including the construction
of additional or replacement wastewater treatment or disposal facilities.
8. Carolina By -Products Company is liable for any damages caused by a spill or a
failure of the pump and haul operations.
9. Discharge by C&S Processing Company into the City of Greensboro's sewerage system
will be contingent upon daily approval from City of Greensboro officials.
10. No wastewater other than that from C&S Processing Company In Gastonia, N.C. shall
be included in these pump and haul operations.
11. The issuance of this permit shall not relieve the Permittee, of the responsibility
for damages to surface or groundwaters resulting from the primp and haul operation.
12. The facilities shall be effectively maintained and operated as a non -discharge
system to prevent the discharge of any wastewater resulting from the operation of
this facility.
13. An accurate record must be maintained by the Permittee, indicating:
a) Date wastewater was pumped
b) Volume of wastewater pumped
c) Receipt of approval from the City of Greensboro.
14. This permit shall not be renewed or extended.
