Dear Mr. Jordan:
In accordance with your application received August 5, 1988, we are
forwarding herewith Permit No. WQ0000088, dated October 4, 1988, to Governors
Club Development Corporation for the construction and operation of the subject
wastewater treatment and golf course spray irrigation disposal facilities.
This permit shall be effective from the date of issuance until October 31,
1993, and shall be subject to the conditions and limitations as specified therein.
If any parts, requirements, or limitations contained in this permit are
unacceptable to you, you have the right to request an adjudicatory hearing upon
written request within 30 days following receipt of this permit. This request must
be in the form of a written petition, conforming to Chapter 150B of North Carolina
General Statutes, and filed with the Office of Administrative Hearings, Post Office
Drawer 11666, Raleigh, North Carolina 27604. Unless such do.msnds are made th=is
permit shall be final and binding.

In accordance with the provisions of Article 21 of Chapter 143, General Statutes
of North Carolina as amended, and other applicable Laws, Rifles, ind Regulations
PERMISSION IS HEREBY GRANTED TO

FOR THE
construction and operation of a 300,000 GPD tertiary wast.ewnte.r treatment facility
to be constructed in two (2) identical phases equipped with an infl.iaent flow splitter
box to the plants of 150,000 GPD, each including a 37,500 gallon aerated flow
equalization tank with influent bar screen, dual 125 GPM submersible pumps, and flow
control box, two (2) 112,500 gallon aeration tanks with an equalization splitter box
sized for 36 hours detention at design flow, three 600 CFM blowers, a 37,500 gallon
sludge holding tank, two (2) circular clarifiers each of 1.6,200 gallons sized for a
minimum of 5 hours detention at design flow, three (3) sanuril. type tablet
chlorinators, a 4700 gallon disinfection chamber, a dual. -cell tertiary filter system
with blower, automatic backwash and air scour, an ultra-vi.ol.et disinfection unit for
final disinfection, a 7800 gallon clear well, a 8600 gallon mud well, dual 785 GPM
submersible pumps for filter backwash, dual 800 GPM submersible pumps for the mud
well for pumping back to the equalization chamber, dual stand-by generators, 3-phase,
230V power, a 1.503 million gallon effluent storage pond to provide minimum 5 -day
storage sized for design flow and fencing, a 1.6.010 million gallon effluent storage
pond to provide minimum 50 -day storage, a spray irrigation System for application of
tertiary treated effluent onto the Governors Club Development golf course, said
system providing a minimum of 128.0 acres (130.87 providod) acres for spray
irrigation of effluent with no discharge to the surface waters (,f the State, pursuant
to the application received August 5, 1988, and in conformity w0:11 the project plan,
specifications, and other supporting data subsequently filed and approved by the
Department of Natural Resources and Community Development and considered a part- of
this permit.
This permit shall be effective from the date of issuance until October 31,`1993,
and shall be subject to the following__ specified conditions and limitations:
1. This permit shall become voidable unless the fncil.i.ti.es are constructed in
accordance with the approved plans, specifications and other supporting dela.
2. This permit is effective only with respect to the nnt.ure unci volume of wastes
described in the application and other supporting dntn_
3. The facilities shall be properly maintained and operntrd nt all times.
4. This permit is not t'ansferable.
5. This permit shall become voidable in the event of failure of the soils to
adequately absorb the wastes and may be rescinded unless facilities ar_e
installed, maintained, and operated in a manner which will protect the assigned
water quality standards of the surface waters and ground waters of this State.
6. In the event that the facilities fail to perform satisfactorily, including the
creation of nuisance conditions, the Permittee shall take such immediate
corrective action as may be required by this Division, including the construction
of additional or replacement wastewater treatment or disposal facilities.
7. The Raleigh Regional Office, phone no. 919/733-2134 shall be notified at least
twenty-four (24) hours in advance of start-up of the installed treatment and
disposal facilities so that an in-place inspection can be made. Such
notification to the regional supervisor shall be made during tha normal office
hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State
Holidays.
8. The sludge generated from these treatment facilities must be disposed of in
accordance with General Statute 143-215.1 and in a manner approvable by the North
Carolina Division of Environmental Management.
9. Irrigation shall not be performed during inclement weather or when the ground is
in a condition that will cause runoff.
10. Diversion or bypassing of the untreated wastewater from the treatment and
disposal facilities is prohibited.
11. The Perri!ittee shall employ a certified wastewater treatment plant operator to be
in responsible charge of the wastewater treatment facilities. Such operator must
hold a certificate of the grade at least equivalent to the classification
assigned to the wastewater treatment facilities by the Certification Commission.
12. Freeboard in the 5 -day and 50 -day effluent detention ponds shall not be less than
two (2) foot at any time.
13. Spray irrigation application rates shall not exceed:
a. 0.40 inch/hr hydraulic loading on any effluent disposal. area. The
instantaneous loading rate shall be controlled by timers and operator;
b. 0.6 inch/week maximum weekly loading rate on arty effluent disposal site.
14. Reports on the spray irrigation operations of the subject facilities shAll be
submitted monthly to the Division of. Environmental Managements Raleigh Regional
Office in such form and detail as may be required by thn Division, including but
not limited to the following information:
a. Inches/acre of effluent applied daily and weekly to ranch irrigation area.
b. Monthly and cumulative year-to-date totals of effluent irrigated.
c. Depth of stored effluent in the 5 -day and 50-(iny ►ago�n�, recorded on a daily
basis.
15. Adequate facilities shall be provided to prevent surface rniof.f from carrying any
disposed or stored material into any surface waters.
16.. The issuance of this permit shall not relieve the Permittee of the responsibility
for damages to surface or groundwaters resulting from tie operation of this
facility.
17. The facilities shall be effectively maintained and operated as a non -discharge
system to prevent the discharge of any wastewater resitlt:ing from the operation of
these facilities.
18. No type of wastewater other than tertiary -treated wastewatFr from the Governors
Club Development Wastewater Treatment Plant shall be spr.aye� onto the irrigation
areas. No industrial wastewater shall be discharged in -c-) the treatment and
disposal facilities.
19. Adequate provisions shall be taken to prevent wind and surface runoff from
conveying pollutants from the spray irrigation areas into ::he adjacent property
and/or surface waters.
20. In the design of the effluent spray irrigation system, she piping shall be
separate from, and with no cross -connections to, any ;otable water supply
system. There shall. be no spigots on the irrigation system.
21. The 5 -day and 50 -day effluent storage lagoons shall be consC7ucted with compacted
clay liners at least one (1) foot thick in all locations and having a maximum
permeability of 1 x 10-6 cm/sec. Following installation and inspection of the
lagoon liners, and prior to waste disposal operations, verification that the
hydraulic conductivity and thickness specifications have been met shall be
provided to the Division by the project engineer.
22. The effluent storage lagoons shall not be excavated into bedrock.
23. The effluent storage lagoons and spray irrigation areas spall not be located
within 100 feet of any water supply well.
24. Prior to beginning waste disposal operations, six (6) mor -tor wells, one (1)
upgradient and one (1) downgradient of the lagoons and one (:) upgradient and one
(1) downgradient at both fairway No. 5 and No. 16, shall be installed to monitor
groundwater quality. The exact locations and constructi.o- details for these
wells must be by approval of the Raleigh Regional Office, from which a well
construction permit must be obtained.

25. Any monitoring deemed necessary by the Division of F.nvi.ronmental Management to
ensure surface and groundwater protection will be established and an acceptable
sampling reporting schedule shall be followed.

b. The analytical methods used for TOX must be capable of detecting the total of
all halogenated organic compounds present at a concentration of 5.0 parts per
billion (ppb) or greater. In the event that a TOX concentration of 5.0 ppb or
greater is detected, any individual halogenated organic compound(s) present at
a concentration at or above the method detection limit (MDL) must be
identified and quantified utilizing EPA methods 601, 602, 604 and 611.
c. The results of the sampling and analysis shall be sent to the N.C. Division of
Environmental management on Form GW -59 (Compliance Monitoring Report Form)
every April, August and December.
d. Fecal coliform levels in the effluent from the chlorine. contact tank shall not
exceed 1#/100 ml.
e. Residual chlorine shall be checked before the 5 -day detention pond on a daily
basis.
f. Total suspended solids shall be checked weekly after filtration. Monthly
average TSS shall not exceed 5 mg/1 and the daily maximum shall not exceed
10 mg/ 1.
26. Any existing abandoned wells within the spray irrigation sites shall be abandoned
in accordance with 15 NCAC 2C (The Well Construction Standards) pri.or to start of
wastewater disposal operations.___.

27. During filling of the lagoons, the non -submerged portions of each lagoon shall he
inspected monthly to assess liner integrity. If damage die to erosion or drying
are observed, repairs must be conducted immediaLely.
28. Stream samples from one (1) upstream and one (1) downstream location on Cub Creek
from the Governors Club DpveloYrr.,rnt Ccrpornticn Wnstewt;Ler treatment & disposai
facilities shall- be collected monthly & analyzed Por Fecal coliform. The
location for these sample collections shall be determined by the Raleigh Regional.
Office. The results of these, shall be submitted also to the Raleigh Regional
Office.
29. Spray irrigations shall occur only between the hours of 11:00 p.m. and three
hours prior to the daily opening of the golf course.
30. Any deficiencies identified by the final. inspection of the Raleigh Regional
Office stall shall be corrected immediately.
31. The Permittee, at least six (6) months prior to the expiration of this permit,
shall request its extension. Upon receipt of the request, the Commission will.
review the adequacy of the facilities described therein, and if indicated, will
extend the Permit for such period of time and under such conditions and
limitations as it may deem appropriate.
32. Soil samples shall be collected annually from the effluent spray irrigation areas
and analyzed for N, P, K and heavy metals.
33. If the installed spray irrigation facilities are found to be inadequate to handle
the volume of treated wastewater, the permitted shall provide additional spray
irrigation facilities. Detailed engineering plans, specifications, and
supporting soils information must be submitted to the Division for review and
approval prior to construction.
34. A copy of the approved plans and specifications shall be maintained on file by
the permittee for five years from the date of .issuance.
35. Upon completion of construction and prior to operation of this permitted
facility, a certification must be received from a professional engineer
certifying that the permitted facility has been installed in, accordance with the
approved plans and specifications. Mail the certification to the Permits and
Engineering Unit, PO Box 27687, Raleigh, NC 27611-7587.
36. Signs shall be posted at the golf course pro -shop stating that the course -is
irrigated with treated wastewater.
