Reference is made concerning rescission of the subject State Permit. Staff of the
Raleigh Regional Office have confirmed that this Permit is no longer required. Therefore,
in accordance with your request, State Permit No. WQ0004329 is rescinded, effective
immediately.
If in the future you wish to again operate a Recycle System type of nondischarge
wastewater treatment system, you must fust apply for and receive a new State Permit.
Operating without a valid State Permit will subject the facility to a civil penalty of up to
$10,000 per day.

Attached is a letter dated April 2, 1997, from George Rogers, Water Resources Superintendent for
the Town of Wake Forest. In this letter, Mr. Rogers requests the rescission of the subject permit.
He states that the Town will not be using the recycle facilities in the future.
I have also reviewed the A to C issued on December 17, 1990, in conjunction with the NPDES
permit, and it seems to include the components that are included in the recycle system that are also
covered in Permit No. WQ0004329. Given this fact along with the fact that the WTP will no longer
be recycling the backwash water, the RRO has no objection to rescinding Permit No. WQ0004329.

RE: Rescission of Water Quality Permit #WQ0004329
Dear Mr. Schuster:
The Town of Wake Forest requests the rescission of our Water Quality Permit #WQ0004329. The permit is
.or the use of a wastewater recycle system at our Water Treatment Plant. This recycle system is permitted in
conjunction with our alum sludge lagoon, (NPDES Permit #NC0007528). The intent of the design engineers
was to use the backwash water from the water treatment plant as a supplement to the raw water supply during
periods of drought. The evolution of water treatment strategies and the completion of our Neuse River
Booster Station (water purchased from the City of Raleigh) have rendered the recycling of backwash water
inappropriate and unnecessary. Please find enclosed a drawing that may be helpful in reviewing our request.
