are forwarding herewith Permit Number. WQ0003946 for the operation of a
subsurface wastewater disposal system to serve East Rutherford High
School.
This Permit will be effective from the date of its issuance until
September 30, 1995, and shall be subject to the conditions and
limitations as specified therein_

P E R M I T
For the Discharge of Sewage, Industrial Wastes, or Other Wastes
In accordance with the provisions of Article 21 of Chapter 143,
General Statutes of North Carolina as amended, and other applicable
Laws, Rules and Regulations
PERMISSION IS HEREBY GRANTED TO
Rutherford County Board of Education
FOR THE
operation of a septic tank ground absorption wastewatez treatment
system to serve East Rutherford High School in Rutherford County,
pursuant to the application received on July 30, 1990, and in
conformity with the project plans, specifications, and other supporting
data, subsequently filed with the Department of Environment, Health,
and Natural Resources and considered a part of this Permit.
This Permit shall be effective from the date of its issuance
until September 30, 1995, and shall be subject to the following
specified conditions and limitations -
1. Flow limiting devices shall be used on all facilities
at East Rutherford High School.
2. This Permit is effective only with respect to the
nature and volume of wastes described in the
application and other supporting plata.
3. This Permit shall become voidable in event of failure
of the soil to adegiiately absorb the wastes, and may
be rescinded unless the facilities are installed,
maintained, and operated in a manner which will protect
the assigned water quality standards of the surface
and ground waters.
4. This facility shall not discharge directly to the surface
waters of the State.

5. In the event the facilities fail to perform satis-
factorily, the owners shall take such immediate
corrective action as may be required bv_ this Depart-
ment.
6. This Permit is not transferable.
7. The method for final disposal of screenings, scum,
and sludges from these facilities shall_ not result
in any contamination of the surface or ground waters
of this State.
S. This disposal system shall be abandoned immediately
upon the availability of a regional sewer system.
9. Any monitoring deemed. necessary by the Division of -
Environmental Management to insure the protection of
ground waters will be established and an acceptable
sampling and reporting program shall be followed.
10. The approved nitrification field site must not be
disturbed, regraded, or substituted without written
permission from -the Asheville Regional Supervisor.
11. One set of plans and specifications stamped "approved"
by the Division of Environmental Management must be
maintained at the facility for the life of the facility -
Permit issued this the 7th day of August, 1990.
