Sawgrass Villas - Wastewater Collection, Treatment, and Disposal Carteret County Dear Mr. Hoyle: In accordance with your application received February 9, 1981, we are for- warding herewith Permit No. 6446, dated February 16, 1981, to Summey Building Systems, Inc. for the construction and operation of the subject non -discharge type waste treatment facilities. This permit shall be effective from the date of issuance until rescinded, and shall be subject to the conditions and limitations as specified therein, and shall. replace Permit No. 6107 dated August 15, 1980. If any parts, requirements, or limitations contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing before a hearing officer upon written demand to the Director within thirty (30) days following receipt of this permit, identifying the specific issues to be contend- ed. Carteret County FOR THE construction and operation of a 60,000 GPD wastewater treatment facility con- sisting of a flow splitter box, an aerated surge tank with dual influent pumps, dual 30,000 gallon aeration tanks, dual clarifiers, four (4) 97 CFM blowers, a 5000 gallon aerated sludge holding tank, dual pressure filters, a filter backwash tank with pumps, a wash water tank with return pumps, a chlorine contact chamber, a flow meter, a dosing tank with dual dosing pumps, dual 62 foot diameter rotary distributors, standby power, a foam control system, a 150 GPM influent pump station with dual pumps, and approximately 1760 lineal feet of 8-inch gravity sewers to serve the Sawgrass Villas; with no discharge of wastewaters to the surface waters of the State, pursuant to the application received February 9, 1981, and in conformity with the project plans, specif ications, and other supporting data, subsequently filed and approved by the Department of Natural Resources and Community Development and considered a part of this Permit. This Permit shall be effective from the date of issuance until rescinded, and shall be subject to the following specified conditions and limitations: 1. This permit shall become voidable unless the facilities are constructed in accordance with the approved plans, specifications and other supporting data. 2. This permit is effective only with respect to the nature and volume of wastes described in the application and other supporting data. 3. The facilities shall be properly maintained and operated at all times. 4. This permit is not transferable. .,permit No, 6446 Page 2 5. This permit shall become voidable in the event of failure of the soil to adequately absorb the wastes, and may be rescinded unless the facilities are installed, maintained and operated in a manner which will protect the assigned water quality standards of the surface waters, and prevent any contamination of the ground waters which will render them unsatisfactory for normal use. 6. In event the facilities fail to perform satisfactorily, the Permittee shall take such immediate corrective action as may be required by this Department. 7. Solids, sludges, or other pollutants removed or resulting from the waste- water treatment process shall be contained and disposed of in such a manner as to prevent any contamination of the surface or ground waters of the State. 8. This is a Class II Wastewater Treatment Plant and the person in responsible charge must hold a valid Grade II Certificate. 9. Diversion or bypassing of the untreated wastewater from the treatment facility is prohibited. 10. This permit shall become voidable unless the Tri-Party Agreement between the 5awgrass Villas Homeowners's Association, Summey Building Systems, Inc. and the Division of Environmental Management for the collection and final treat- ment of domestic wastewater is in full force and effect.
