Dear Mr. Luck:
Subject: Permit No. WQ0002648
Luck's Inc.
Wastewater Treatment and
Wastewater Spray Irrigation
Randolph County
In accordance with your application received May 2, 1995, we are forwarding herewith Permit No.
WQ0002648 dated September 26, 1995, to Luck's Inc., for the continued operation of the subject
wastewater treatment and spray irrigation facilities and the construction of additional equalization facilities.
It is understood that should the existing wet weather pond be filled, the Luck's, Inc., Seagrove Plant has
agreed to shut down or slow down operations to prevent any over flow of the storage pond or runoff from
the spray field. This requirement must be met.
PIease note the most recent soil scientist report (by Toney C. Jacobs, dated January 12, 1995)
allows a loading rate of 38.4 inches/acre/year for the existing subject 40 acre spray irrigation field. The
300,000 GPD allowed in the previous wastewater permits far exceeds the 38.4 inches/acre/year loading
rate. The submitted application package indicates a total treatment capacity of 120,000 GPD from the
30,000 GPD sanitary package treatment plant, the 60,000 GPD process waste package treatment plant,
and the estimated 30,000 GPD of contact cooling water. This only allows approximately 5 days of
storage, for the 588,000 gallon capacity of the wet weather storage pond. By calculation for a 365 day
work year, the existing 40 acre spray field can handle an approximate average of 114,261 gallons per day.
By calculation, for the 120,000 GPD rate, the 38.4 inches/acre/year spray field loading rate could
accommodate approximately 346 work days per year. The Division has been assured the subject Luck's
Inc, plant will take all steps necessary to prevent any over flow of the storage pond or runoff from the
spray field. Therefore, this permit must reduce the previously allowed 300,000 GPD flow to the 120,000
GPD total treatment capacity. Luck's Inc. is cautioned that it would be a violation of this permit to allow
any over flow of the storage pond or runoff from the spray field.
This permit shall be effective from the date of issuance until August 31, 2000, shall void Permit
No. WQ0002648 issued August 21, 1991, and shall be subject to the conditions and limitations as
specified therein. Please pay particular attention to the monitoring requirements in this permit. Failure to
establish an adequate system for collecting and maintaining the required operational information will result
in future compliance problems.

application received May 2, 1995, and in conformity with the project plan, specifications, and other
supporting data subsequently filed and approved by the Department of Environment, Health and Natural
Resources and considered a part of this permit.
This permit shall be effective from the date of issuance until August 31, 2000, shall void Permit
No. WQ0002648 issued August 21, 1991, and shall be subject to the following specified conditions and
limitations:
I. PERFORMANCE STANDARDS
1. Upon completion of construction and prior to operation of the new equalization facility, a
certification must be received from a professional engineer certifying that the permitted new
equalization facility has been installed in accordance with this permit, the approved plans
and specifications, and other supporting materials. Mail the Certification to the Water
Quality Permits and Engineering Unit, P.O. Box 29535, Raleigh, NC 27626-0535.
2. The spray irrigation facilities shall be effectively maintained and operated at all times so that
there is no discharge to the surface waters, nor any contamination of ground waters which
will render them unsatisfactory for normal use. In the event that the facilities fail to
perform satisfactorily, including the creation of nuisance conditions or failure of the
irrigation area to adequately assimilate the wastewater, the Permittee shall take immediate
corrective actions including those actions that may be required by the Division of
Environmental Management, such as the construction of additional or replacement
wastewater treatment and disposal facilities.
3. The issuance of this permit shall not relieve the Permittee of the responsibility for damages
to surface or groundwaters resulting from the operation of this facility.
4. The residuals generated from these treatment facilities must be disposed in accordance with
General Statute 143-215.1 and in a manner approved by the North Carolina Division of
Environmental Management.
5. Diversion or bypassing of the untreated wastewater from the treatment facilities is
prohibited.
6. The following buffers shall be maintained:
a) 400 feet between wetted area and any residence or places of public assembly under
separate ownership,
b) 150 feet between wetted area and property lines,
c) 100 feet between wetted area and wells,
d) 100 feet between wetted area and drainageways or surface water bodies,
e) 50 feet between wetted area and public right of ways,
f) 100 feet between wastewater treatment units and wells, and
g) 50 feet between wastewater treatment units and property lines.
Some of the buffers specified above may not have been included in previous permits for
this waste treatment and disposal system. These buffers are not intended to prohibit or
prevent modifications, which are required by the Division, to improve performance of the
existing treatment facility. These buffers do, however, apply to modifications of the
treatment and disposal facilities which are for the purpose of increasing the flow that is
tributary to the facility. These buffers do apply to any expansion or modification of the
spray irrigation areas and apply in instances in which the sale of property would cause any
of the buffers now complied with, for the treatment and disposal facilities, to be violated.
The applicant is advised that any modifications to the existing facilities will require a permit
modification.
II. OPERATION AND MAINTENANCE REQUIREMENTS
1. The facilities shall be properly maintained and operated at all times.
2. Upon classification of the facility by the Certification Commission, the Permittee shall
employ a certified wastewater treatment plant operator to be in responsible charge (ORC) of

The spray irrigation field shall be tested once every four (4) months for sodium
content and the results submitted to the Division's Winston-Salem Regional Office.
The measurement of water levels must be made prior to sampling for the remaining
parameters. The depth to water in each well shall be measured from the surveyed point on
the top of the casing.
The numbers in parentheses represent the maximum allowable concentrations in
groundwater for the various analytical parameters, as specified in 15 NCAC 2L
(Groundwater CIassifications and Standards). Unless otherwise noted, the concentrations
are given in parts per million.
4
If TOC concentrations greater than 10 mg/1 are detected in any downgradient monitoring
well, additional sampling and analysis must be conducted to identify the individual
constituents comprising this TOC concentration. If the TOC concentration as measured in
the background monitor well exceeds 10 mg/l, this concentration will be taken to represent
the naturally occurring TOC concentration. Any exceedarices of this naturally occurring
TOC concentration in the downgradient wells shall be subject to the additional sampling
and analysis as described above.
If any volatile organic compounds are detected by Method 6230D, or the equivalent Method

The following definNoris Wharf apply throughout this Subchapter.
(1) Acilvated Carbon Sods. A phys caVchemlcal melhod for reducing soluble organic rn;do al from wastewater eftfuert; The column-" beds used In this
method will have a flow We varying from two to eight gallons per minute per square toot and may be either upfiow or downflow carbon beds. Carbon may or
may not be rsgenerwod on the wastewater tr"tmert ptant she;
(2) Aerated Lagoons. A basin in which all solids are malnsained In suspension arld by which biological oxidation or organic tastier Is reduced through artificially
accelsraied transfer of oxygen on a flaw -through basis;
(3) Aerat]crL A process of bringing about intimate contact between air or high purtty oxygen In a 1lquld by spraying, sgtlatlon or dlftusiong3s) Extended
Asratlon. An activated sludge process ufllizing a minlmum hydraulic detention time of 18 hours.
(A) AgAmhurary managed she. Any 0a on which a crop Is produced. manaped, and harvested (Crop includes grasses, grains, trees, etc.):
(5) Air Sirippinp. A process by which the ammonium Ion Is first comarted to dissolved ammonia (pH adjustment) wish the ammonia then released to the
atmosphere by physical means; or other sim tar processes which remove pelroteum products such as benzene, toluene, and xylerm;
(6) Carton Regeneration. The regsnerafion of sxhausied carbon by the use of a furnace to provide extremely high temperatures which votattlize and oxidiza ihrn
absorbed impurities;
(7) Carbonaceous Stage. A at-jpe of wastewater treatment designed to achieve "secondary' eltluom dmtts;
(8) Cerdrifuge, A mechanlcal rievlce In wNch camrliugal force Is used to separate solids from liquids or to separate Bquids of d 1ferent dsnsY'-as;
(9) Chemical Add lion Systems The addlslort of cttemk,ai(s) to wastewater id an application point for purposes of Impxovir+g sorids removal, pH adlusimem,
atkalinlly control, etc.; the capa.bllity to experiment with ddfarent chemicals and d'flerent application points to acNeva a specific result will be considered one
system; the capability to add chemicals) to dual units will be rated as one syslam; capability to add a chomical at a dllfersru application points for deersrd
purposes will result In the systems being rased as separate systems;
