Dear Mr. Lowe:
Reference is made to your request for expiration of the subject State Permit. Staff of
the Winston-Salem Regional Office have confirmed that this NonDischarge Permit is no
longer required. Therefore, in accordance with your request, State Permit No.
WQ0002588 is allowed to expire, effective immediately.
If in the future you wish to again operate a nondischarge soil remediation treatment
system, you must first apply for and receive a new State Permit. Operating without a
valid State Permit will subject the facility to a civil penalty of up to $10,000 per day.
If it would be helpful to discuss this matter further, I would suggest that you contact

On behalf of Beck's Baptist Church, I am writing in response to your request for permit renewal
and a status report of the remediation system at the above referenced site. Because the
remediation system was not installed, permit renewal will not be necessary. At this time, Beck's
Baptist Church is considering different remedial alternatives to address dissolved -phase
hydrocarbons in ground water beneath the site.
