Steven Pierce & Associates have been granted permission to expand the Pinewood Manor Rest Home wastewater spray field permitted by WQ0002096. The emergency permission is conditioned by the following: 1. By July 1, 2000 submit a complete permit modification request to the Division of Water Quality for the emergency spray field expansion. 2. A reduced buffer of 25 ft. to property lines is granted. However, in the event an increase risk to the environment or to public health is found to exist the buffer will be increased up to 150 ft. 3. The design for the emergency spray field shall minimize the possibility of aerosol drift by locating sprinkler heads at the edge of buffer and spraying inward. Also, all sprinklers at the edge of buffer shall have a reduced radius. 4. The preliminary design shall be submitted to the Washington Regional Office prior to the start of construction. Colson, P.E., Supervisor Non -Discharge Permitting G Thru: Roger Thorp -., Permitting Group Leader, WARO From: Al Hodge, Environmental Engineer, WARO A i— Date: 3-17-00 Re: Pinwood Manor, WQ0002095, SOC WQ 99-013, Emergency Expansion Request Hertford County Pinewood Manor(PM) has submitted a request, at my urging, to expand their existing spray field in -order to minimize runoff during the life of the SOC. PM has signed an SOC with a compliance schedule requiring a connection to the Town of Ahoskie's wastewater treatment system. The SOC has an $8,000 up -front penalty. The Authorization for Emergency Expansion will require a formal application with plans and specification to be submitted to the Division by July 1, 2000. The major points of consideration., in my opinion, are; 1. The request for emergency expansion includes a request to reduce the 150 ft. property line buffer to 25 ft. 2. PM is not presently on good terms with the northern property owner. 3. The proposed expansion site with the maximum buffer reduction will not entirely eliminate runoff. 4. Because the chosen alternative for compliance is to connect to the Town of Ahoskie's wastewater treatment system the present situation may last for several years. 5. The proposed expansion site is wooded- G. A reduced level of plans will be submitted to the Washington Regional Office for review before installation. A reduced radius on border spray nozzles, and sprinklers located at the buffers edge spraying inward will be required. 7. The adjacent properties to the north and west are wooded. The south side has a single family dwelling located greater than 400 feet from the property line. Page Two Pinewood Manor March 17, 2000 It is my belief that the requested buffer of 25 feet will not cause an increased risk to public health or the environment. This reduced buffer will allow for the minimum runoff, for what may be an extended time period. In the event a problem does occurs the buffers may be increased. It is recommended the emergency expansion request be granted. March 17, 2000 2
