Permit Number WQ0001817
Flow Reduction Approval
Perquimans County
Dear Mr. Perry:
On September 17, 2003, the Division of Water Quality Washington Regional Office received
a flow reduction request for future and present, but not yet tributary, single-family dwellings tributary
to the Albermarle Plantation (WQ0001817). The letter requests an allowable flow rate of 60 GPD per
bedroom.
The information provided summarized the Albermarle Planation treatment plant average
flows between January 2000 and August 2003. July was the highest average flow month in each
year and daily flow readings for July 2003 were provided. The average flow per home based on the
upper 10% readings for the peak month is 200 GPD. Upon a request from the Washington Regional
Office you determined that the average bedroom per dwelling is 3 and therefore the average flow rate
is 60 gpd per bedroom.
The Division hereby offers and approves the use of 200 GPD per 3-bedroom residence (60
gpd per bedroom) in all applicable non -discharge permit applications for future sewer line extensions
and present, but not yet tributary projects served by the Albermarle Plantation Wastewater Treatment
Facility. Regardless of the adjusted design daily wastewater flow rate, at no time shall the
wastewater flows exceed the effluent limits defined in the non -discharge permit for the treatment
facility_or exceed the capacity of the sewers downstream of any new sewer extension or service
connection(s).

1. 3 x Year monitoring shall be conducted in April, August & November; Annual monitoring shall be conducted every November.
2. The measurement of water levels shall be made prior to purging the wells. The depth to water in each well shall be measured from the surveyed point on the tap of the casing. The measurement
of pH shall be made after purging and prior to sampling for the remaining parameters.
3. The measuring points (top of well casing) of all monitoring wells shall be surveyed to provide the relative elevation of the measuring point for each monitoring well. The measuring points (top
of casing) of all monitoring wells shall be surveyed relative to a common datum_
4. Volatile Organic Compounds (VOC) - In November only, analyze by one of the following methods:
a. Standard Method 6230D, PQL at 0.5 ltg/L or less
D. Standard Method 6210D, PQL at 0.5 lag/L or less
C. EPA Method 8021, Low Concentration, PQL at 0.5 4g/L or less
d. EPA Method 8260, Low Concentration, PQL at 0.5 µg/L or less
e. Another method with prior approval by the Aquifer Protection Section Chief
Any method used must meet the following qualifications:
a. A laboratory must be DWQ certified to run any method used.
b. The method used must, at a minimum, include all the constituents listed in Table V III of Standard Method 6230D_
c. The method used must provide a PQL of 0.5 tzg/L or less that must be supported by laboratory proficiency studies as required by the DWQ Laboratory Certification Unit. Any constituents
detected above the MDL but below the PQL of 0.5 µg/L must be qualified (estimated) and reported.
5. If any volatile organic compounds (VOC) are detected as a result of monitoring as provided in Attachment C, then the Washington Regional Office Aquifer Protection Supervisor, telephone
number (252)946-6481, must be contacted immediately for further instructions regarding any additional follow-up analyses required,
6. If TOC concentrations greater than 10 mg/L are detected in any downgradient monitoring well, additional sampling and analysis must be conducted to identify the individual constituents
comprising this TOC concentration. If the TOC concentration as measured in the background monitor well exceeds 10 mg/L, this concentration will be taken to represent the naturally occurring
TOC concentration. Any exceedances of this naturally occurring TOC concentration in the downgradient wells shall be subject to the additional sampling and analysis as described above.
