This communication is intended to fulfill this requirement. Please consider this a formal notification of Synagro's plans to land apply residuals from the City of Wilmington onto sites in Bladen County, operated by Dean Robinson, site NC-BL-5. This is the first land application event to these sites, as the land was added to the program onl 1/09/2007. This modification concerns adding sites within Columbus, fender, and Bladen Counties and does not change other portions of Permit WQ0001271, dated June 16, 2006. Please remove the current Attachment B of Permit WQ0001271 and replace it with the enclosed Attachment B, dated November 9, 2007. This permit shall remain effective from the date of issuance until May 31, 2011. The Perinittee should notify the Bladen County Manager's Office of proposed land application activity prior to performing the initial land application of residual solids within Bladen County. If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to request an adjudicatory hearing upon written request within thirty (30) days following receipt of this permit. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, 6714 Mail Service Center, Raleigh, NC 27699-6714. Unless such dernands are made this permit shall be final and binding. Residuals shall not be applied to these fields, located within the 100 year flood plain, during December, January, February, March, August, September or October unless a subsurface land application method is used. WQOO 1271 Version 2.1 Shell Version 070716 DIVISION OF WATER QUALITY MEMORANDUM TO: Jim Bushardt, Environmental Engineer Wilmington Regional Office/APS FROM: Jim Barber Fayetteville Regional Office/AP S DATE: 19 October 2007 t r SUBJECT: City of Wilmington Land Application Program Permit No. WQ0001271 Wilmington, NC New Hanover County The City of Wilmington has requested a modification to their residuals land application permit (WQ000127'1) to add approximately 31.0 +/- acres of cropland in Bladen County,.NC. Synagro, the City of Wilmir gton's residuals contractor, prepared a modification application that addresses the fields in Bladen County owned by several landowners. .On Monday, 8-,October 2007 you and I visited the farm fields in Bladen County and where accompanied on the visit by Mr. Clint Williams of Synagro and Mr. Vincent Lewis, Division of Soil and Water. We visited fifteen.sites for approval, with the fifteen fields being located in. the Kelly community of southern Bladen County. All fields in the Kelly area have recently been harvested of this years corn crop. According to °Mr. James Elliott; the predominate landowner for the Kelly fields, corn will most likely be the receiving crop of the residuals to be land applied. One site, field NC-BL-5=03 owned by Ms. Linda Robins; a hand auger boring was advanced in a depression. type area (similar to a small Carolina Bay) to determine a, seasonal high water table. Mr. Lewis advanced the boring approximately 36" to 48". below land surface and determined that the seasonal high water table would be approx. 24" to 30" in the area of the depression. The remainder of field NC-BL--5-03 was approximately 12" to, 18" higher and therefore the corresponding seasonal high water table would be 36" to 42". Field NC-BL-5-03 has a total acreage of 44+/- acres with ail application area consisting of 38+/- acres once property lines and surface water features (ditches) are taken into account. If the permit modification is to be considered in reference to the most recent 2T rules, promulgated 1 September 2006, then the seasonal high water table should not be an impediment to using all of field NC=BL-5-03. If not, - then a permit condition would be justified in addressing the depth of the seasonal high water table in field NC-BL-5-03 prior to residuals being applied, if residuals were to be land applied during the November to March window. r Page 2 19 October 2007 City of IX�ilmington Land Application Program/WQ0001271 In reviewing the Bladen County GIS database for field NC-BL-5-16; it appears .that the buffer proposed by Synagro to the property line surrounding the field is adequate. The residence on the adjacent property is approximately 600'+/- from the proposed area of residuals land application.' See the. -attached map from the Bladen County GIS ;database.. ' An' additional field, located near -the Rosindale community, adjacent to the Bladen/Columbus county line was also visited on 8 October 2007. This crop ,field is owned by Lenell Graham and presently has soybeans growing for this season.
