A. Residuals Manaiement Plan:
15A NCAC 02T .1104 (b) states among other requirements that for modified residual
sources, location maps, TCLP analyses, and sampling plans are required. The residual
sources in the table below are being modified, yet these listed requirements of 15A NCAC
02T .1104 (b) are not being met. The first column of the table is the permit number; the
second is the facility name; the third is the number of dry tons allowed in the 2014
Attachment A recertification; the fourth is the number of tons proposed; the fifth is the
number of tons the source provided in 2014 (2015 annual report); the sixth is the TCLP
requirement in the 2014 Attachment A recertification; and the seventh is the county where
the facility is located. Note, even though the 2014 Attachment A states that no TCLP is
required, by seeking a modification, a TCLP is required for the permit modification. Many of
the modifications are small and there is slack between supply and existing limit, so it may be
advisable to change the Residuals Source Facility Summary rather than incurring the expense
of a TCLP test.
