The purpose of this letter is to follow-up on a 48 hour verbal notification made under the requirements
of the Weatherspoon plant's NPDES Permit Number NC0005363. Section A(1), Note 1 of the subject
permit requires that the permittee provide a written description to the Division of a discharge of the
cooling pond within 10 days of a discharge event. The discharge event associated with Hurricane
Florence has continued over a number of days and for the purposes of this notification is considered to
be one singular discharge event.
Description and duration of Cooling Pond Discharge
As you are aware there recently was a significant rain event attributed to Hurricane Florence in much of
eastern North Carolina. The subject facility outside of Lumberton, NC received approximately 46.4"
inches of rainfall from this system. On September 15, 2018 at approximately 7:00 pm, it was observed
that floodwaters from Jacobs swamp, had risen and were entering the permitted wastewater cooling
pond. This, along with the significant rainfalls, resulted in a release from the cooling pond via the
permitted outfall which began on September 15, 2018 at approximately 7:40 p.m. This discharge was
reported to staff of the Division of Water Resources on September 15`" at approximately 8:10 pm. As
required, samples of the discharge were taken. These sample results will be reported on our Discharge
Monitoring report for September, 2018.
As of the date of this letter, the discharge is continuing from permitted outfall 001. The discharge will
continue until such time that the water level return to normal operational levels. It is anticipated that
this discharge will cease within the week. Should that estimate change we will provide an update
during our ongoing verbal communications with your staff.
Duke staff have been obtaining and analyzing daily samples from within the Lumber River above and
below the Weatherspoon plant since September 17, 2018. These results have been provided to your
agency as results have become available and indicate that there is not any impact within the river
caused by this release.
