Also, on the buffer impacts exhibit sheet #1 and 2 the following is required:
o The wetland, stream and riparian buffer impacts requested in this application need to be clearly shown
and enumerated on the site plan. These impacts need to correspond to the impacts requested in the
application. The labels on the site plan must match the impacts listed in the application. As the
application and impact map currently stands, it is not possible to match up what is listed the application
with the site plan. Please correct/modify the map in your response to this e-mail [15A NCAC 02H
.0502(g)]

Hey Becky,
It was a pleasure to speak to you earlier. As we discussed, I will need an updated set of plans with an LOD that matches
the permit impact drawings.
Also, after discussing this project with another regulator in my office, I think it would be best to use the following
Nationwide Permits (NWPs) to cover the impacts proposed by this project:
1. NWP 18 for Minor Discharges to cover impacts W1, W2, and S2 and
2. NWP 13 for Bank Stabilization for impacts S1 and S3.

Hey Becky,
I am reviewing this project since Tasha is in Nashville, and I have a couple of what I think would be fairly quick and easy
questions. Thank you for the PCN and attached information, dated 7/31/2018 and received 8/3/2018, for the above
referenced project. I have'reviewed the information and need clarification before proceeding with verifying the use of
Nationwide Permits (NWPs) 13 and 27. Please submit the requested information below (via e-mail is fine) within 30 days
of receipt of this Notification, otherwise we may deny verification of the use of the NWP or consider your application
withdrawn and close the file:
1) The permit impact drawings (Buffer Impacts Exhibit sheets 1 and 2) submitted with the PCN application differ slightly
from the construction drawings with regards to wetland impacts. In particular, on sheet L201 the LOD from the
greenway appears to impact a portion of wetland near the southern loop of the proposed greenway trail, but on the
permit impact drawings the LOD appears to have been tightened up some to avoid this impact. Can you confirm which
plan is being implemented? We are coordinating the line work for the LOD between our firm and Site Collaborative who
is the prime consultant for the project. The LOD was not updated on their plan. The LOD for the entire set of drawings
will follow the buffer impact maps. We are currently working on some minor revisions to the plan set based on
comments received through City of Raleigh review that does not affect the impacts that were quantified however it may
be a few days before we can get you a revised set. Would you like us to send an updated set of drawings?
2) The project was submitted as a request for a NWP 13 and 27. However, some of the impacts are for a greenway trail
(impact W1), which would be better permitted under a NWP 14 for linear transportation projects. Therefore, I plan
review the impacts associated with the greenway trail under a NWP 14. Please let me know if you disagree with this
approach. I have no objections with your recommendation for the NWP 14 permit.
3) Can you confirm which impacts are for the NWP 13 and which are for the NWP 27? It appears to me that impacts W2
and S2 are for the restoration activities (NWP 27) and impacts S1 and S3 are for bank stabilization (NWP 13). Restoration
activities(NWP 27) include W2, S2. I was thinking that S1 would be included in the restoration activities as we would not
need the stabilization if we were not creating the overflow channel to the wetland and the new stream outlet if you
agree. Bank stabilization NWP13 would be S3.
