SHANNON V.BECKER—PRESIDENT AQUA NORTH CAROLINA,INC. 202 MACKENAN COURT CARY,NORTH CAROLINA 27511 RECEIVED/DENR/DWR Subject: Compliance Evaluation Inspection 8 NPDES Permit No. NC0038784 SEP 201 Neuse River Village MHP WWTP Water Resources Wake County Permitting Section Dear Mr. Becker: On September 15, 2018 the Division of Water Resources received notification from Aqua that the subject facility was taking on water in the tertiary polishing pond due to excessive rainfall associated with Hurricane Florence. In response, Cory Larsen with Wake County Department of Environmental Services, on behalf of the Division of Water Resources,performed a compliance evaluation inspection of the subject wastewater treatment system to evaluate the status of the WWTP on September 17, 2018. At the time of the inspection Todd Marcom, ORC and other maintenance staff were present for the inspection and provided their assistance. Please refer to the attached inspection report for full results. The WWTP appeared to be back to full operation and producing clear effluent.No major damage was sustained during the storm. The ORC stated that influent was temporarily bypassed to the City's sanitary sewer in case of catastrophic flooding. It appeared that only minor losses of effluent occurred from the polishing pond as it still retained full coverage of duckweed. We appreciate your efforts to protect and maintain the WWTP during this storm event. Pre- emptive measures to bypass the WWTP were warranted in this case but you are reminded to provide advance notification(24 hours)to this office of any future unanticipated bypass or diversion of waste streams in accordance with PART II STANDARD CONDITIONS FOR NPDES PERMITS Section C. 4. Todd Marcom, ORC was present at the site with other maintenance staff. The WWTP appeared to be back to full operation and producing clear effluent. No major damaage was sustained. Influent was temporarily bypassed to the City's sanitary sewer in case of catastrophic flooding (similar to what happened during Matthew a couple years prior). Fortunately,the river level didn't cause significant loss from the pond as evidenced by the presence of 100% duckweed coverage.
