TROGDON, III SECRETARY Enclosed are a PCN application, plans, and supporting documentation for Nationwide Permit #14 for the proposed improvement of SR 1001 (Sugar Hill Road) at I-40, McDowell County. NCDOT proposes to extend the 3-lane section of SR 1001 across I-40 to tie to the existing 3-lane section west of the I-40 eastbound ramps, along with improvements to the on and off ramps to I-40. The widening of the ramps and L line will cause three culverts to be extended. Two existing 6'x6' reinforced concrete box culverts (RCBCs) under Sugar Hill Road and the I-40 eastbound ramps (Sites la and lb) will be extended resulting in 20 and 22 linear feet of permanent stream impact respectively, and 92 feet of bank stabilization provided between them. An existing 10'x9' RCBC under Sugar Hill Road (Site 2) will be extended on the inlet side resulting in 93 feet of permanent stream impact along with 64 feet of bank stabilization. The extension will be angled to improve stream alignment at the inlet over the current condition. An existing 66" concrete pipe under I-40 (Site 3) will also require a minor extension of 9 feet with 22 of bank stabilization. Approximately 70 feet of construction access dewatering will also be required to construct the proj ect. Total permanent stream impacts are 144 feet of culvert extension and 178 feet of bank stabilization. Existing channel morphology will be maintained upstream and downstream of the proposed culvert extensions. In areas where the typical section changes from shoulder to curb and gutter, grass lined ditches will be used to maximize vegetative stormwater conveyance. Proposed drainage is tied to existing ditches where practical, and lined with rip-rap to reduce velocities prior to entering jurisdictional waters. This proj ect is anticipated to be a may affect, not likely to adversely affect for northern long-eared bat (Myotis septentrionalis) (NLEB). Following the SLOPES protocol from NWP Regional Condition 3.13, the project is located outside of a red HUC. Some tree removal will occur, the bridge over I-40 is being replaced, and percussive activities are anticipated to drive piles at the end bents of the proposed bridge. No effect on the remaining McDowell County list of federally protected species (threatened or endangered) or designated critical habitat will occur. As a part of the 401 Certification process, the project was processed through the NCDOT Programmatic Agreement for Minor Projects as required by Section 106 of the National Historic Preservation Act of 1966 and GS 121-12(a). No Historic Resources will be affected. These forms are attached to the electronic PCN. The project is not within a trout watershed, therefore notification of North Carolina Wildlife Resources Commission Western Region Coardinatar is not required. North Muddy Creek (NCDWR Class C) is not within a Designated Trout Watershed at the project site.
