It should also include a present value of costs analysis as outlined in the Division's "Engineering Alternatives Analysis (EAA) Guidance Document". Attachment D Additional Application Requirements: For new or proposed discharges, the following information must be included in triplicate with this application or it will be returned as incomplete; per 15A NCAC 02H .0105(c). Attachment A a) 7.5 minute series USGS topographic map (or a photocopied portion thereof) with discharge location clearly indicated. Attachment A ;, b) A site map clearly tracing the pathway of the discharged water from the site to its discharge point, if the discharge is not directly to a stream. Not Applicable; c) If the discharge will cross or empty into any easements, right-of-ways, or other public/private property, i.e. DOT, utilities, ditches, etc., before entering the permitted discharge stream, proof that approval was received from the appropriate landowners and/or agencies must be provided prior to issuance of the permit. Not Applicable d) If this application is being submitted by a consulting engineer (or engineering firm), include documentation from the applicant showing that the engineer (or firm) submitting the application has been designated an authorized representative of the applicant; per 15A NCAC 02H .0138(b)(1). The plans must be signed and sealed by a North Carolina registered Professional En ig neer and stamped -"Final Design -Not released for construction;" per 15A NCAC 02H .0139. The specifications must be signed and sealed by a North Carolina registered Professional Engineer and shall include a narrative description of the treatment system to be constructed, per 15A NCAC 02H .0139. Attachment C h) Analytical monitoring data which sufficiently characterizes the type and concentration of contaminants on site. This includes a listing of any chemicals found with the maximum observed concentrations reported. The data provided must be no older than one year prior to the date of this application. At a minimum, the following parameters must be reported: Benzene, Toluene, Ethylbenzene, Xylene, Lead, Phenol, MTBE, and 1,2-Dichlorethane. *Note: Groundwater contamination at the site is associated with a previous release of diesel fuel; as such, dissolved -phase groundwater contamination at the site is minimal and, therefore, remediation efforts have focused primarily on free -phase product recovery. A summary of recent and historical groundwater analytical data is provided in Attachment C. NC 27610 office 919.250.9916 1acsinnlu 919.2509950 MAAONLtNE.COM Groundwater and free -phase petroleum hydrocarbons will be recovered from each of the extraction wells using a liquid ring pump and associated piping/trench lines, prior to being separated via the process discussed below: • Extracted groundwater and free -phase petroleum hydrocarbons will be recovered from the extraction wells and transferred into a phase -separator tank. Pilot studies have indicated that groundwater recovery will produce up to 0.9 gallons per minute; It Groundwater/free product will be transferred from the phase -separator tank to an oil - water separator system via a transfer pump rated at 10 gallons per minute. The system will shut down in the event the high -high level float switch located inside the phase separator is activated; • Recovered free product from the oil -water separator system will be gravity -fed to an external product tank; which will be monitored and pumped out on an as -needed basis by a certified disposal contractor, prior to transportation off -site for disposal. The external product tank will be equipped with a high -high level float switch to shut the system down in the event recovery exceeds the allowable capacity of the tank; • Groundwater from the oil -water separator system will be pumped to an air stripper via a transfer pump rated at 20 gallons per minute. The system will shut down in the event the high -high level float switch located inside the oil -water separator system is activated; • Recovered groundwater will then be pumped from the air stripper through granular active carbon vessels with a transfer pump rated at 20 gallons per minute. The system will shut down in the event the high -high level float switch located inside the air stripper is activated; • The air stripper will also be equipped with a pressure monitor. In the event of low pressure conditions are identified (indicating blower failure), the system will be shut down; and • Groundwater treated using the methods described above will be directed through a flow meter and discharged to the on -site storm sewer, which will ultimately discharge to Kerr Branch. The system is designed to run continuously with telemetry notification in the event that the high -high level or pressure alarms are tripped and the system is shut down. Thank you for discussing the Speedway project with me a few days ago which is administered by Mid -Atlantic Environmental and the NCDEQ for approvals. PRM was contracted by Speedway to manufacture the remediation system for the cleanup. We have been in this business for 28 years now and this is our primary business. PRM is a UL shop and we manufacture remediation systems using the latest in safety requirements. PRMs UL certifications is not only controls but also for full packages. Safety is always of utmost concern in what we do. My client Speedway and Mid -Atlantic have asked me to explore options for the discharge requirements of this site and they have asked our professional opinion of installing additional downstream vapor monitoring. We have advised them that our recommendation is that effluent vapor monitoring is very atypical and we have never had a request to do so after a system with such robust and effective treatment. This system uses dual phase extraction which will remove 100% of all free vapor from the influent stream. Residual free NAPL can exist in the oil water separator. No residual NAPL can exist in the Air Stripper which effectively removes >99.9% of all solubilized compounds which become extremely diluted vaporized materials where the exhaust of the air stripper will typically see vapor concentrations in the ppb range on the effluent. At this point, water is left with only potential for very low ppb range (not ppm range) materials in the water. At this point, Carbon Absorption reduces ppb range materials to absolute zero. Carbon beds are in series and are monitored monthly for breach between vessel 1 and vessel 2. My request is to reconsider your request for effluent vapor monitoring as we feel the level of protection and safeties is extreme and the potential for effluent vapors does not exist. In the event the client cannot forgo the requirements, they have advised me that they will pursue alternative methods of water disposal. They are also known as an eccentric screw pump due to the motion of the rotor. The one common feature being the sealed cavities with operational similarities like being able to pump at extremely low rates, to even high pressures. The similarity between other pumps and progressive cavity pumps generally ends there. Of all the types of pumps available, progressive cavity pumps are able to handle a wider range of fluid viscosities and properties than any other type of pump. The unique design of the pump makes them useful for a variety of pumping applications, such as transferring and metering while handling shear sensitive, abrasive and viscous fluids. The rotors are made of hardened alloy steel or stainless steel and are covered with a chrome plating to give resistance to corrosive and abrasive materials. Some types of liquids affect the chrome plating and in those applications a non -plated rotor should be used. Stators are metal tubes with internally molded cavities of synthetic or natural rubber The rotor seals tightly against the flexible rubber inside the stator as it rotates, forming tightly sealed cavities which carry the liquid toward the discharge port. The liquid does not change in shape or size when pumped due to the tightly sealed cavities. The effect of the progressive cavity design is that the fluid is moved at a very predictable and steady rate. Positive displacement of the pump starts the instant the rotor turns. The liquid acts as the lubricant between the pumping elements and should not run dry. In operation our pumps are primarily a fixed flow rate pump and offers long life and reliable service transporting thick, viscous fluids. Abrasive fluids can shorten the life of the stator, but by slowing down the RPM's will help reduce the wear. Slurries can also be pumped reliably if the slurry is viscous enough to maintain a lubrication layer around the particles and protect the stator. At the points where the rotor touches the stator, the surfaces are generally traveling diagonally, so these areas need to be lubricated by the fluid being pumped. This means that more torque is required for starting. Rapid deterioration of the stator can happen as a result of the pump operating without fluid, this is called "Run Dry". The 7 key advantages Progressing Cavity Pumps: Positive Displacement This occurs at the turning of the rotor which develops a positive pumping action similar to a piston moving through a cylinder. The pump pressure developed does not depend upon the speed of the rotating rotor. The capacity of the pump, the approximate viscosity, and pressure can be projected for particular operating conditions. Uniform Discharge Flow Fluids are uniformly discharged without pulsation in a constant steady flow. Displacement remains the same with each revolution of the rotor permitting accurate and predictable metering relative to the fluid being pumped. Because of the unique flow characteristics, these pumps are well suited for low -shear applications. Internal Velocity of Fluids When the pump is in process, all fluids are pumped with a minimum amount of turbulence, agitation, pulsation or separation disturbance. Self -Priming Pumping action starts at the time the Rotor is turned and it is capable of 28 feet of suction lift based on water in an appropriate installation. Pressure is determined by how much is required to move the liquid that is being pumped through the piping system and the kind of liquid being handled. The difference between the pressure required at the pump discharge and the pressure being introduced into the pump suction is the differential pressure and is expressed as pounds per square inch or PSI Viscosi is the resistance to flow as expressed by various scales of measurement; however, the most commonly used is centipoise. 'PROGRESSING CAVITY Temperature refers to the maximum and minimum temperatures at which the fluid is to be pumped. This is a highly important factor in pump selection. High temperatures can cause distortion and swelling of the stator materials and low temperatures can affect viscosity that reflects in flow characteristics and horsepower requirements. Operating Time or Operating Cycle of the pump should also be considered; whether the pump is to run continuously or intermittently can be a factor in the selection of the drive. Corrosion depends on whether the fluid being pumped is neutral, acid or alkaline. All should be considered when selecting the proper materials of pump construction. The pH value of the fluid should be known or determined. A pH of 7 is neutral, below 7 is acid and above 7 is alkaline. Abrasion depends on the abrasive properties of the fluid to be pumped and how they are classified. Abrasives can look alike and appear to have similar properties; however, they can produce different wearing characteristics. You must classify the fluid in order to select the proper pump construction and operating speed.
