ENGINEERING & PROPERTY MANAGEMENT
The City of Charlotte's Engineering and Property Management Department currently manages
four vehicle maintenance facilities which were previously managed by the City of Charlotte's
Management and Financial Services Department.
These facilities have the following Certificate of Coverage (COC) numbers under the NPDES
Stormwater General Permit NCGO80000:
• Heavy Equipment Shop, 4600 Sweden Road, COC #NCG080840
• Light Vehicle Shop, 1031 Atando Avenue, COC # NCG080879
• Central Yard Truck Shop, 829 Louise Avenue, COC #. NCG080822
• Mecklenburg County Fleet Management, 900 12th Street, COC # NCG080063
NCGO80000 requires that municipal reports submitted to the DEQ be signed and certified by a
principal executive officer, ranking elected official, or a duly authorized representative.
I am submitting this letter to assign Ms. Kristen O'Reilly, Water Quality Program Specialist with
Charlotte -Mecklenburg Storm Water Services, as my duly authorized representative for the
purposes of submitting reports required by this General Permit.
Kristen O'Reilly manages the City of Charlotte's Municipal Pollution Prevention and Good
Housekeeping program and coordinates activities of the above facilities for compliance with
their stormwater permits.
