Dear Sir: The North Carolina Department of Transportation (NCDOT) requests modification to the existing General Permit No. 198200031 and associated Water Quality Certification for constructing a new interchange at I-85 and SR 1221 (Old Beatty Ford Road Relocation) in Rowan County. This project is currently under construction. This modification will result in no changes to stream impacts previously documented. It will result in 0.73 acres of temporary impact to wetlands. The total project impacts include 4321inear feet of permanent stream impacts of which 73 linear feet is bank stabilization, 90 linear feet of temporary stream impacts, 0.73 acres of temporary wetland impacts, and no permanent fill or excavation in wetlands. Previous impact information was provided in the Pre-Construction Notification dated December 22, 2017. Permit Impact Site Modifications Site lA (Sheet 17E�: Site lA is a new site located at Sta. 559+62 RT. This site was added due to the potential for WAQ to receive sediment deposits during construction. Additionally the perimeter of the wetland will have some trees cut by hand, but not grubbed, for the temporary placement of concrete barrier wall which will act as an additional layer of protection for the interior of the wetland. The barrier wall will be wrapped in fabric, and sand bags will be used to seal any gaps. The wetland has nearby sediment and erosion control devices which could potentially fail and cause sedimentation in the wetland as well as a pipe which drains to Cold Water Creek. This pipe has had water backflow into it when Cold Water Creek rises and there is potential for that water to leave sediment in WAQ. Any accumulated sediments if accessible with causing excessive disturbance will be removed as they are deposited. Additionally, the concrete barrier walls will be removed once the site is stabilized. The contractor has taken close to 90 elevation locations throughout the wetland in order to determine the base elevation of the wetland. The average elevation within the wetland is 660.5 ft. The elevation ranges from 658.1 ft to 664.4 ft. Following construction, the contractor will survey the wetland again to determine if there has been sediment deposits which should be removed. If the average wetland elevations have increased, the Design Build Team will develop a plan for restoration to be approved by the permitting agencies. The entire wetland (0.73 acre) has been noted as a temporary impact at this time as illustrated on the attached plan sheet. Thank you for your assistance with this project.
