DATE: January 12, 2007 ~L' SUBJECT: Review of an application for installation of Allen Block Wall by Hank Gantt, Lake Norman, Catawba River, Lot 56, Camelia Pointe, Catawba County The applicant is requesting 441 Water Quality Certification from the North Carolina Division of Water Quality. The NCWRC has reviewed information provided by the applicant, and Feld biologists on our staff are familiar with habitat values of the project area. These comments are provided in accordance with provisions of the Clean Water Act of 1977 (33 U.S.C. 466 et. seq.) and the Fish and Wildlife Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661-667d). The project is to install 75 feet of block stabilization along the existing shoreline instead of riprap "to stop caving in of yard." Based on our in office review, we will not object to the project. We recommend that riprap be installed just below the normal high water mark and up to the base of the block to reduce erosion along the waters edge and enhance shoreline habitats (void spaces). If practicable, banks should be gently sloped and revegetated with silky dogwood (Corms amonum), silky willow (Salix sericea), tag alder (Alms serrulata), black willow (Salix nigra), and sycamore (Platanus occidentalis) to provide long term bank stability and shaded habitats. Note that silky dogwood, silky willow and black willow can be planted as live stakes collected during the dormant growing season. Cuttings should be randomly planted on four (4) foot centers from the waters edge. Trees should be planted on ten (10) to twelve (12) foot centers. Banks in the area can be temporarily planted with an annual seed mix of wheat or oats and/or stabilized with biodegradable erosion control matting.
