4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
This project is a compensatory mitigation project for the City of Charlotte Umbrella Stream and Wetland Mitigation
Bank. The project was originally completed in 2012, with repairs occurring in 2014 and 2017 to different areas.
There are 3 streams within the project area and a protected buffer. There are single family and multi -family
residences and multiple utility easements in the vicinity.

4f. Explain the purpose of the proposed project:*
The purpose of the proposed project is to repair approxmately 700 linear feet of stream restoration between 2
different tributaries. Failing structures will be replaced or repaired such that they function as originally intended.
The intent is to perform repairs with minimal disturbance to buffer vegetation; however, vegetation of appropriate
size will be re-established after repairs are completed.
4g. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:
Small equipment such as a mini excavator and hand work will be used to complete the repairs. Repairs will involve
removing and resetting boulders and logs for in -stream structures and adding or repairing constructed riffles.
Work will be conducted in the dry through the use of coffer dams and a pump around operation.

Impacts will be interspersed throughout the total length, the entire length of stream will not be re -built, but focus on
individual structures. 2 temporary stream crossings may be needed on SR2 in order to access repair areas with
least amount of disturbance to buffer vegetation.
E. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:*
Instead of re -building an entire length of stream on SR2, specific structures that were not functioning as designed
were evaluated and re -designed. This will allow minimal disturbance to the stream channel and buffer vegetation.
Vegetation to be replanted will be of a size representative of the remainder of the restoration site.

1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:*
Work will be conducted in the dry. Only spot repairs will be constructed at individual structures to minimally disturb
the buffer vegetation. Construction access will use existing utility easements.
2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State
2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State?
f Yes r No
2b. If this project DOES NOT require Compensatory Mitigation, explain why:
This project consists of repairs to an existing compensatory mitigation project and will produce no net loss of stream.
F. Stormwater Management and Diffuse Flow Plan (required by DWR)
*** Recent changes to the stormwater rules have required updates to this section .***
1. Diffuse Flow Plan
1a. Does the project include or is it adjacent to protected riparian buffers identified within one of the NC Riparian Buffer Protection
Rules?
