This delegation covers authority to sign all DMR forms (that are currently submitted by paper until we move to eDMR — which will be a while yet), and I've included it with the permit files for both these sites. I am not sure yet about the process when you all come on to eDMR, but there will be instructions then for the legally responsible person to formally identify individuals who will be able to submit data electronically (like Plant Managers). Stay tuned for more direction when that time comes. As far as sorting out the correct Owner Affiliations for these permits right now: I've attached both contact reports. We could: (1) Designate someone (such as John Corsi) to be the Owner Affiliation for New NCG Inc. (the owner entity, tied to both these permits), and then identify Stephen Lepage as both Permit Contact and Facility Contact for Mount Holly, and Lance Davis as those some contacts for Wilmington. Please let me know John's details (address, phone, email) if that is acceptable. (2) Set up "different" Owner entities for each of these plants to make the plant managers the Owner Affiliation for each. This is not preferred, as it can cause issues/more paperwork later with eDMR and reporting permit information to EPA about plants operated by the some company. However, if you don't find the other alternative acceptable, we can try to make this second option work. We need the set this up so that Stephen Lepage is the signing responsible official for Mount Holly and Lance Davis is the signing responsible official for Wilmington.
