Per the requirements, the storm water sample was collected from the storm water discharge outfall (SDO) 001 during a representative storm event that consisted of 0.49 inches of total rainfall, as measured by the local United States Geological Survey (USGS) rain gage (number 351412080541245 CRN -53 at Harding High School, Charlotte, North Carolina). More than 72 hours of 0.00 inches of rainfall occurred prior to the sampling. During the sampling event, a visual inspection for qualitative monitoring was conducted as specified in Table 4 of the NPDES permit. No atypical conditions were noted during the field inspection. In accordance with Section C. of the permit, in the event that an atypical condition is noted at a stormwater discharge outfall, the permittee shall document the suspected cause of the condition and any actions taken in response to the discovery in the Stormwater Pollution Prevention Plan (SPPP). The inspection results are presented in Table 1. None of the results exceeded its corresponding benchmark value with the exception of pH of 3.62 detected in the field, which is unusual compared to previous monitoring events from the past three years. Records indicate that the field meter used to analyze pH was properly calibrated. The lab reported pH as 7.2, and although outside of 15 minute hold time, this result is more consistent with previous monitoring events. No spills or significant change in operations was identified and all other parameters were within benchmark values. Thus, the low field pH detected on March 6, 2018, appears to be an anomalous pH reading. However, in accordance with Tier One benchmark protocol, the facility will conduct a stormwater inspection to identify possible causes of the pH exceedance and follow the corrective action procedure accordingly. All of the results of the storm water sample analyses along with their corresponding benchmark values as listed in the permit are presented below in Table 2, and the laboratory results are included as Enclosure 1. In addition all laboratory quality control samples were within established control limits, with any exceptions noted below. Each sample was analyzed to achieve the lowest possible reporting limit within the constraints of the method. In the event of interference or analytes present at high concentrations, samples may be diluted. For diluted samples, the reporting limits are adjusted relative to the dilution required. Insufficient sample volume was available to perform a matrix spike/matrix spike duplicate/sample duplicate (MS/MSD/DUP) associated with preparation batch 680-515578.
