1.0 Introduction
1.1 Project Description
The Caraway Creek Bank Parcel (Site) is a part of the Wildlands Holdings II, LLC (Sponsor) Neuse 01
Riparian Buffer & Nutrient Umbrella Mitigation Bank (Bank). The Umbrella Mitigation Banking
Instrument (UMBI) for the Bank was signed on July 3, 2012 and updated on April 1, 2015. The project
Site was planned, designed, and constructed encompassing land along Caraway Creek and its tributaries
in Wayne County, NC (Figure 1).
The Site is located in a rural watershed within the Neuse River Basin (HUC 03020201) and within sub-
basin 03-04-12 depicted on Figure 2. Stormwater runoff from the Site drains into three unnamed
tributaries (UT1, UT2 and UT3) and three ditches (D1, D2, and D3). The westernmost ditch, D1, drains
into an unnamed tributary, which connects to the Neuse River off-site. There are two ditches on the
eastern portion of the Site, D2 and D3. D2 drains into D3 approximately 200 feet before D3 drains into
an unnamed tributary, UT3, and then to Caraway Creek, which connects to the Neuse River offsite
(Figure 4). Both Caraway Creek and the Neuse River are classified as Class C, Nutrient Sensitive Waters
by the North Carolina Division of Water Resources (NCDWR). Prior to construction, the Site consisted
primarily of open agricultural fields, used mainly for row crop production. Row crops included corn, soy
bean, tobacco, sweet potatoes, and wheat. Streams, ditches, and other stormwater conveyances on the
Site had little to no riparian buffer and were mowed in most locations on an annual basis.
The project included restoring the buffer along two unnamed tributaries to Caraway Creek, as well as
three ditches/stormwater conveyances. Riparian and agricultural ditch buffers were restored on the Site
in order to help reduce non-point source discharge of contaminants into stream and agricultural ditch
channels within the Neuse River Basin and to generate credits for the Bank. The project area is 28.85
acres, of which all are protected with a permanent conservation easement. In general, Neuse buffer
widths will extend 100 feet and nutrient offset restoration area widths will extend a maximum of 200
feet from the top of the channel or ditch bank.
1.2 Bank Sponsor
The Caraway Creek Parcel is a part of the Bank. The Umbrella Mitigation Banking Instrument (UMBI) for
the Bank was signed on July 3, 2012 and updated on April 1, 2015. The Bank Sponsor changed their
name with the North Carolina Secretary of State March 9, 2015 from WEI-Buck Swamp, LLC to Wildlands
Holdings II, LLC. This change was approved by the North Carolina Division of Water Resources (NCDWR)
on April 2, 2015. The UMBI updated on April 2, 2015 shows the Bank Sponsor name change.

1.3 Project History
The UMBI was approved in July 2012. The Caraway Creek Parcel Development Plan (BPDP) was
approved and initial credit release obtained in June 2014. A Bank Sponsor name change occurred in
March 2015 and the UMBI was updated in April 2015. A conservation easement was placed on the Site
between the landowner and Bank Sponsor on August 4, 2015. The easement was then assigned to
Unique Places to Save, LLC, a 501(c)(3) non-profit corporation, on June 21, 2017. Project planting was
completed in March 2016. The As-Built and Baseline Monitoring Document was completed in May 2016.

Year 1 project monitoring was completed in September 2016, year 2 monitoring was completed in
September 2017, and year 3 monitoring was completed in September 2018. Project history is provided
in Table 1.

1.4 Project Location
The Site is located in central Wayne County, approximately four miles south of the City of Goldsboro
(35° 19’ 39.65” N, 78° 0’ 42.47” W). To get to the site traveling east on US Hwy 70 from Raleigh, merge
onto I-795 S/ US-70 E/US-13 S for 3.4 Miles. Turn left onto Old Mt Olive Hwy and continue for 1.2 miles.
Turn Left onto Genoa Road. The site can be accessed by a driveway 0.2 miles down Genoa Road on the
left, or on Robert Ave, an additional 0.4 miles down Genoa Rd (Figure 1).
1.5 Project Design
The Caraway Creek Site generated a total of 23.36 acres (53,097.75 pounds) of nitrogen nutrient offset
credit and 3.18 acres (138,693 square feet) of Neuse riparian buffer credit. There is also 2.35 acres of
preservation on the Site that does not generate credit. Site credit generation is shown in Figure 3. The
revegetation plan for the Site included planting of bare root trees and controlling invasive species
growth. Bare root trees selected for the Site were native bottomland hardwood species typical for
Coastal Plain Small Stream Swamp communities as defined by Schafale and Weakley (1990). Tree
species selected for planting on the Site as well as size specifications, planting density, and plant
composition are detailed in Table 2.

Natural recruitment of desirable Character Tree species will not be counted towards the survival and
success rate of the restored site, but may be considered by DWR towards overall success of the site.
“Character Trees” are defined as planted or volunteer species identified from a survey of local
vegetation on less degraded sections of the specified stream and from reference literature that details
native species. A list of Character Tree species (other than the planted species) is included in Table 3.

2.0 Vegetation Monitoring
2.1 Success Criteria
Buffer vegetative success criteria are based upon the density and growth of Character Tree species as
defined in Tables 2 & 3. Vegetative success criteria are based upon guidelines set forth in the Guidelines
for Riparian Buffer Restoration prepared by the North Carolina Division of Water Resources (NCDWR)
and is defined as a success rate equivalent to 320 planted stems per acre at the end of the 5-year
monitoring period.
If vegetative success criteria are not achieved based on acreage density calculations from combined
monitoring plots over the entire restoration area, or if an inspection of the buffer restoration site
indicates that portions of the Site do not have sufficient stem densities or are otherwise deficient,
supplemental planting shall be performed with tree species approved by NCDWR. Supplemental

planting shall be performed as needed until vegetative success criteria are met. No quantitative
measurements of herb assemblages will be required to meet the vegetative success criteria.
2.2 Description of Species and Monitoring Protocol
The quantity of monitoring plots was determined in accordance with the Carolina Vegetative Sampling
Protocol (CVS Levels I & II) such that at least 2 percent of the Site is encompassed in monitoring plots. A
total of 24 plots (10 meters by 10 meters) were established within the credit generation area. PVC pipe
was used to mark the four corners of the plots. Monitoring plot locations are shown in Figure 4. GPS
points were taken at each of the corners and a reference photo was taken from the southwest corner of
each plot. All planted stems within the plots were marked with flagging tape and recorded during as-
built monitoring. The total numbers of tree species planted within the monitoring plots as well as
planting density and plant composition are detailed in Table 4.

2.3 Results of Vegetation Monitoring
The 24 plots were sampled in September 2018. A reference photo was taken from the southwest corner
of each plot, which can be found in Appendix D along with the stem count raw data. Total numbers of
tree species identified within the monitoring plots as well as density and composition are summarized in
Table 5. Vegetation result tables with planted stem density, and stem count by plot and species are
summarized in Appendix C.
The 2018 vegetation monitoring resulted in an average planted stem density of 538 stems per acre,
which is greater than the final requirement of 320 stems per acre, but less than the as-built density of
607 stems per acre recorded in March 2016. Tulip Poplar (Liriodendron tulipifera) mortality is common
across the site and is likely due to environmental conditions unconducive to the tree species. Even with
Year 3 tree mortality, the Site is on track to meet its final success criteria.

2.4 Parcel Maintenance
Adaptive measures will be developed or appropriate remedial actions will be implemented in the event
that the Site or a specific component of the Site fails to achieve the success criteria outlined in the BPDP.
Site maintenance will be performed to correct any identified problems on the Site that have a high
likelihood of affecting project success. Such items include but are not limited to; excess tree mortality
caused by fire, flooding, drought, easement encroachment, or insects. Any actions implemented will be
designed to achieve the success criteria and will include a work schedule and updated monitoring
criteria. Monitoring Year 3 vegetation monitoring showed a high density of sweet gum volunteers in
plots 5, 7, 8, 16, 17, and 19. The high density of sweet gum volunteers poses a risk to planted stems
through overcrowding but is not currently causing an issue. Wildlands will continue to assess the effect
of the volunteer trees and plans to thin out stems in the either the fall of 2018 or spring of 2019.
2.5 Conclusions
The 2018 vegetation monitoring data reflects that the Site is on trajectory to achieve final vegetative
success criteria of 320 stems per acre by the end of Monitoring Year 5. Trees looked very healthy and
had a great survival rate. No problems immediately affecting success criteria were identified, such as
invasive species, excessive tree mortality, or easement encroachments, during Monitoring Year 3. High
volunteer stem densities were recorded in six plots on the Site. These areas will be thinned out during
either the fall of 2018 or spring of 2019.
