Document: Avery PCE or Minimum Criteria Sheet Funding: � State ❑ Federal � Yes ❑ No Permit Type: NWP 3 or 14 & TVA Project Description: The project calls for the replacement of Bridge No. 56 on SR 1321 (Curtis Creek Road) over Curtis Creek in Avery County. The archaeological Area of Potential Effects (APE) for the project is defined as a 600 foot (182.88 m) long corridor running 300 feet (91.44 m) north/west and 300 feet south along Curtis Creek Road from the center of Bridge No. 56. The corridor is approximately I50 feet (45. 72 m) wide extending 75 feet (22.86 m) on either side of the road from its present center. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: Bridge No. 56 is located east of the community of Elk Park and west of Banner Elk in the northern portion of Avery County, North Carolina. The project area is plotted in the southern half of the Elk Park USGS 7.5' topographic quadrangle (Figure 1). A map review and site file search was conducted at the Office of State Archaeology (OSA) on June 6, 2014. No previously recorded archaeological sites have been identi�ed within the APE or a mile radius of bridge. According to the North Carolina State Historic Preservation Of�ce online data base (HPOWEB 2014), there are no known historic architectural resources within the APE that may yield intact archaeological deposits. Topographic maps, USDA soil survey maps, aerial photographs (NC One Map), and historic maps (North Carolina maps website) were examined for information on environmental and cultural variables that may have contributed to prehistoric or historic settlement within the project limits and to assess the level of ground disturbance. Bridge No. 56 and Curtis Creek Road cross Curtis Creek from the south heading north, turning west just after the bridge. Curtis Creek runs north and is joined by two small tributaries at the bend in the road. The creek eventually drains into the Elk River. These waterways are part of the Watauga drainage basin. The APE resides along hillside slope adjacent to the drainageway (Figure 2). The area is forested to the west of the road, while residential properties are to the east. Ground disturbance appears minimal overall and con�ned to ditches alongside the road and minor grading for the residential properties. The USDA soil survey map shows that the APE encompasses two soil types (see Figure 2). The lower portions of the hillsides alongside the drainage are composed of the Saunook-Thunder complex (ShD), while the upper sections are made up of the Edneyville-Chestnut complex (EtE). These two series consists of well drained loamy soils with a heavy concentration of stone. Slope is steep at 15 to 30 "No ARCHAEOLOGYSUR VEYREQUIRED"form for Minor Transportation Projects as Qualified in the 2007 Programmatic Agreement. 1 of5 Project Tracking No.: 14-06-0009 percent for the Saunook- Thunder complex and 30 to 50 percent for the Edneyville-Chestnut complex. Signi�cant archaeological site are not usually present on landform with a slope in excess of 15 percent. As a result, subsurface testing is generally not recommended. A review of the site files shows no archaeological investigations or reported sites within the vicinity of the bridge. More comprehensive work is needed in the area, but the current project area with its steep slopes will not provide the necessary data in helping to understand prehistoric and early historic settlement of the regions. Lastly, a historic map review was conducted. Early and accurate historic maps of the project vicinity are rare. The 1902 USGS Cranberry topographic map is one of the �rst to correctly show a road similar to Curtis Creek Road with a crossing over the waterway near the current bridge (Figure 3). This map also depicts no structures within the vicinity of the APE. Many subsequent maps from the early 20th century inaccurate show Curtis Creek or fail to show the road altogether. It is not until the publication of the 1955 soil survey map, which depicts the Avery County from 1946, that a reliable picture of the road and creek are shown again (Figure 4). However, it is difficult to determine if the road crosses the creek on this map as the road is printed on top of the creek. Regardless, the only historic structure is illustrated north of the project area and outside of the APE. It would seem from this review that no deposits associated with significant historic structure should be encountered within the APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The defined archaeological APE for the proposed replacement of Bridge No. 56 over Curtis Creek consists of hillsides adjacent to the drainage. It is unlikely intact and significant archaeological deposits will be encountered within the APE due slope in excess of 15 percent on the hillsides. Also, the historic maps suggest that no former historic structures and/or features are in the area. As long as impacts to the subsurface occur within the de�ned APE, no further archaeological work is recommended for the replacement of Bridge No. 56 in Avery County. If construction should affect subsurface areas beyond the defined APE, further archaeological consultation might be necessary.
