Dear Mr. Craver:
A review has been conducted of the Sanitary Sewer Overflow (SSO) 5-Day Report(s)
submitted by the City of Thomasville for the month of July 2018. This review has shown
the City of Thomasville to be in violation of the requirements found in the WQCS00057
collection system permit and/or North Carolina General Statute 143.215.1(a)(`!}. The
violations are summarized below:

Condition
Remedial actions, if not already implemented, should be taken to correct all conditions
which have been deemed to have contributed to causing the above-listed violations. The
Division of Water Resources (DWR or Division) bases decisions concerning enforcement
actions for SSOs on volume spilled, volume reaching surface waters, duration, gravity,

impacts to public health, fish kills, and other factors. DWR may pursue enforcement action
for these and/or any additional violations of the WQCS00057 collection system permit. If
violations are of a continuing nature, not related to operation and/or maintenance issues,
and you anticipate remedial construction activities, then you may wish to consider
applying for a Special Order by Consent (SOC).
