Since the summary list below cannot contain details of every change, the complete Permit should be used to assure full implementation. See: http://portal.ncdenr.org/web/wq/ws/su/construction 1) Ground Stabilization* Site Area Stabilization Stabilization Time Description Time Frame Frame Exceptions • Perimeter dikes, swales, ditches 7 days None and slopes • High Quality Water (HQW) 7 days None Zones If slopes are 10' or • Slopes steeper 7 days less in length and are than 3:1 not steeper than 2:1, 14 days are allowed. 7 -days for slopes • Slopes 3:1 or 14 days greater than 50 feet flatter None • All other areas (except for with slopes flatter 14 days perimeters and than 4:1 HQW Zones) * "Extensions of time may be approved by the permitting authority based on weather or other site-specific conditions that make compliance impracticable." Section II.B 2 b 4) Inspections • Same weekly inspection requirements • Same rain gauge & inspections after 0.5" rain event • Inspections are only required during "normal business hours" • Inspection reports must be available on-site during business hours unless a site-specific exemption is approved. • Records must be kept for 3 years and available upon request. • Electronically -available records may be substituted under certain conditions. 5) Implementation of New Permit Conditions • Projects permitted under the previous permit can continue to follow the previously -permitted conditions. • Complete applications received prior to August 3, 2011 can follow conditions of approved application. • Applications received after August 2, 2011 must comply with new permit conditions. The major change in the Pen -nit from the previous one is the shorter times to apply ground stabilization such as mulch, wheat straw, or grasses. The NC laws and rules relating to the Sediment Act require, EPA requirements and 9 -months' work with a permit advisory group, CTAG, the Division and EPA -developed permit, now contains requirements for ground cover within 14, and in some places, 7 days. 2) Building Wastes Handling • No paint or liquid wastes in stream or storm drains • Dedicated areas for demolition, construction and other wastes must be located 50' from storm drains and streams unless no reasonable alternatives available. • Earthen -material stockpiles must be located 50' from storm drains and streams unless no reasonable alternatives available. • Concrete materials must be controlled to avoid contact with surface waters, wetlands, or buffers. 3) Discharges to Federally -listed Waters • Requirements are the same as in previous permit. • The permit allows reduction from the 20 acre minimum if the Director of DWQ determines that other BMPs provide equivalent protection. 6) Conditions in Erosion & Sedimentation Control Plans* Designation on the plans where the 7 and 14 -day ground stabilization requirements of the NPDES permit apply Designation on the plans where basins that comply with the surface -withdrawal requirements of the NPDES permit are located. 7) Building Wastes Handling • No paint or liquid wastes in stream or storm drains • Dedicated areas for demolition, construction and other wastes located 50' from storm drains and streams unless no reasonable alternatives are available. • Earthen -material stockpiles located 50' from storm drains unless no reasonable alternatives available. • Concrete materials must be controlled to avoid contact with surface waters, wetlands, or buffers. 8) Sediment Basins • Outlet structures must withdraw from basin surface unless drainage area is less than 1 acre. • Use only DWQ-approved flocculants. In order for the E&SC Plan to satisfy the conditions of the Construction General permit, it must identify areas where the ground stabilization requirements apply and the location of the basins where the surface -withdrawal requirements apply. PROJECT NARRATIVE PROJECT DESCRIPTION THIS EROSION AND SEDIMENT CONTROL PLAN IS BEING SUBMITTED FOR NPDES EXPRESS PERMIT REVIEW ON BEHALF OF DUKE POWER (DUKE OR OWNER) IN ACCORDANCE WITH THE TERMS AND CONDITIONS OF OUR MASTER CONTRACT NUMBER 796544, DATED MAY 1, 2015 BETWEEN DUKE ENERGY PROGRESS, INC., DUKE ENERGY FLORIDA, INC. AND S&ME. THE CLIENT (DUKE), IS PROPOSING A REDI-ROCK WALL TO STABILIZE THE SOUTHEAST BANK OF AN UNNAMED TRIBUTARY TO KINGS BRANCH AT ITS CLOSEST PROXIMITY TO THE SITE AND ALONG AN EXISTING TOWER NORTH OF THE SUBSTATION. THE PROPOSED SITE IS WITHIN AN EXISTING PARCEL OWNED BY DUKE POWER CO THAT IS COMPRISED OF MIX VEGETATED AND IMPERVIOUS AREAS. THE TOTAL AREA OF DISTURBANCE EXPECTED FOR THE PROJECT IS APPROXIMATELY 0.25 ACRES. THIS PROJECT IS AN EXTENSION OF A SECURITY UPGRADE TO THE FACILITY ENCOMPASSING 3.7 ACRES OF LAND DISTURBANCE. PRELIMINARY GRADING INFORMATION BASED ON SITE ELEVATIONS INDICATE THAT CUTS AND FILLS OF UP TO 8 FEET ARE PLANNED FOR SITE DEVELOPMENT. THIS EROSION AND SEDIMENT CONTROL PLAN, CONSISTS OF A SAND BAG COFFERDAM AND STREAM BYPASS. PERIMETER EROSION AND SEDIMENT CONTROLS WILL BE INSTALLED BEFORE CONSTRUCTION BEGINS. NO IMPERVIOUS SURFACES ARE PROPOSED FOR THIS ACTIVITY. THIS EXTENSION PROJECT WILL UTILIZE CONSTRUCTION ENTRANCES FROM THE SECURITY UPGRADE. CONSTRUCTION OF THE PROJECT WILL INCLUDE CLEARING AND GRUBBING WITHIN THE DEFINED LIMIT OF DISTURBANCE, CUT AND FILL NECESSARY TO STABILIZE THE STREAM BANK, AS WELL AS INSTALLATION OF A REDI-ROCK WALL AND THE EROSION AND SEDIMENTATION CONTROL MEASURES DESCRIBED BELOW. THE PROPOSED EROSION AND SEDIMENTATION CONTROL DEVICES ARE PROVIDED IN APPENDIX II. THE EROSION AND SEDIMENT CONTROL PLAN PRESENTED HEREIN IS FOR THE STABILIZATION OF THE UNNAMED TRIBUTARY CLOSE TO THE SITE. THE PROPOSED CONSTRUCTION IS NOT ANTICIPATED TO HAVE SIGNIFICANT ADVERSE IMPACTS DOWN -GRADIENT OR ON ADJACENT PROPERTIES. EXISTING SITE CONDITIONS THE PROPOSED SITE IS WITHIN AN EXISTING PARCEL OWNED BY DUKE POWER CO THAT IS COMPRISED OF MIX VEGETATED AND IMPERVIOUS AREAS. SCHEDULE THE PROJECT IS ANTICIPATED TO BEGIN APPROXIMATELY SUMMER 2018 AND BE COMPLETED APPROXIMATELY WINTER 2018. EROSION AND SEDIMENT CONTROL NARRATIVE THE EROSION AND SEDIMENT CONTROL MEASURES FOR THIS PROJECT INCLUDE THE PLACEMENT OF A VARIETY OF EROSION AND SEDIMENT CONTROL DEVICES, AT STRATEGIC LOCATIONS THROUGHOUT THE PROJECT LENGTH, AS DETERMINED FROM FIELD OBSERVATIONS. THESE DEVICES INCLUDE: 1. SILT FENCE 2. SILT FENCE OUTLET 3. COMPOST FILTER SOCK 4. SLOPE MATTING 5. SAND BAG COFFERDAM 6. BYPASS PIPING ADDITIONAL EROSION CONTROL DEVICES MAY BE REQUIRED DURING CONSTRUCTION IN ORDER TO CONTROL EROSION AND/OR OFFSITE SEDIMENTATION. CONSTRUCTION SEQUENCE THE FOLLOWING CONSTRUCTION SEQUENCE SHALL BE FOLLOWED THROUGHOUT THE CONSTRUCTION PROCESS: 1. OBTAIN PLAN APPROVAL AND PERMITS. NOTIFY AFFECTED LANDOWNERS. 2. CONTACT THE APPROPRIATE NCDEQ, MOORESVILLE REGIONAL OFFICE, LAND QUALITY SECTION INSPECTOR REGARDING THE SCHEDULING OF A PRE -CONSTRUCTION MEETING (704-663-1699). HOLD PRE -CONSTRUCTION MEETING. 3. INSTALL JOB BOX AND RAIN GAUGE NEAR BEGINNING OR END OF PROJECT. JOB BOX SHALL DISPLAY OR CONTAIN THE APPROVAL CERTIFICATE/LETTER, NPDES PERMIT AND PREVIOUS 30 DAYS OF SELF -INSPECTION RECORDS OR THE OWNER SHALL PROVIDE OTHER MEANS OF ACCESS TO THESE RECORDS. 4. REFRESH EXISTING CONSTRUCTION ENTRANCES IF NECESSARY. S. INSTALL PERIMETER EROSION CONTROL DEVICES AS NEEDED OR AS INDICATED ON THE PLANS PRIOR TO CONSTRUCTION. INSTALL TEMPORARY SILT FENCE WHERE APPLICABLE AND AS INDICATED ON THE PLANS. 6. INSTALL COFFERDAM WITH BYPASS PIPING AS SHOWN ON PLANS. 7. BEGIN CONSTRUCTION. GRADE, CUT AND FILL AREAS AS SHOWN ON THE PLANS. 8. INSTALL THE REDI-ROCK AS SHOWN IN APPENDIX II. DISTURBED AREAS SHALL BE SEEDED AND MULCHED ACCORDING TO THE SEEDING SPECIFICATIONS WITHIN SEVEN DAYS. EXCESS SOIL SHOULD BE RELOCATED. 9. STABILIZE REMAINING DENUDED AREAS WITH SEED AND MULCH UPON FINAL INSTALLATION ACCORDING TO SEEDING SPECIFICATIONS ON THE DRAWINGS. FINALIZE CONSTRUCTION. 10. UPON ACHIEVING FINAL STABILIZATION, CONTACT THE APPROPRIATE NCDEQ, MOORESVILLE REGIONAL OFFICE, LAND QUALITY SECTION INSPECTOR. REMOVE TEMPORARY EROSION CONTROL MEASURES, AS APPLICABLE. TEMPORARY MATTING, IF USED, SHALL BE LEFT IN PLACE. MAINTENANCE PLAN THE FOLLOWING MAINTENANCE PLAN SHALL BE FOLLOWED UNTIL THE SITE IS STABILIZED AFTER CONSTRUCTION. DURING CONSTRUCTION, THE OWNER'S CONTRACTOR SHALL BE RESPONSIBLE FOR INSPECTION AND MAINTENANCE OF SEDIMENT AND EROSION CONTROL MEASURES: 1. ALL EROSION CONTROL DEVICES SHALL BE PROPERLY MAINTAINED DURING CONSTRUCTION UNTIL THE COMPLETION OF CONSTRUCTION ACTIVITIES AND DISTURBED AREAS HAVE BEEN STABILIZED. TEMPORARY EROSION CONTROL DEVICES SHALL BE REMOVED ONCE CONSTRUCTION IS COMPLETE AND THE SITE IS STABILIZED. 2. SEDIMENT AND EROSION CONTROL DEVICES AND PLANTED AREAS SHALL BE INSPECTED BY OWNER OR OWNER'S REPRESENTATIVE EVERY SEVEN (7) CALENDAR DAYS AND AFTER EACH RAINFALL OCCURRENCE THAT EXCEEDS ONE-HALF (0.5) INCH WITHIN A 24-HOUR PERIOD. DAMAGED OR INEFFECTIVE DEVICES SHALL BE REPAIRED OR REPLACED, AS NECESSARY, AS SOON AS PRACTICAL. 3. SEEDED AREAS SHALL BE FERTILIZED, RESEEDED AS NECESSARY, AND MULCHED ACCORDING TO THE SEEDING PLAN TO MAINTAIN A VIGOROUS, DENSE VEGETATIVE COVER. SEEDED AREAS SHALL BE INSPECTED PERIODICALLY BY OWNER UNTIL FINAL GROUND COVER HAS BEEN ESTABLISHED. THE CONTRACTOR IS RESPONSIBLE FOR RESTORING VEGETATION TO ITS ORIGINAL CONDITION, OR BETTER, FOR UP TO A YEAR. 4. THE OWNER OR OWNER'S REPRESENTATIVE SHOULD ADHERE TO THE SELF-MONITORING AND SELF -INSPECTION PROGRAM FOR EROSION & SEDIMENT CONTROL (EFFECTIVE OCTOBER 1, 2010; REVISED 8/01/2013).
