1.0 Introduction
1.1 Project Description
The North Fork Little River Nutrient Offset and Buffer Mitigation Bank Parcel (Site) is a part of the
Wildlands Holdings V, LLC (Sponsor) North Fork Little River Nutrient Offset and Buffer Mitigation Bank
(Bank). The purpose of the Bank is to provide riparian buffer credits to compensate for buffer impacts
within the Hydrologic Unit Code 03020201 and to provide nutrient offset payments within the Falls Lake
Watershed. The Site location is depicted on Figure 1.
The Site is located in a rural watershed within the Neuse River Basin (HUC 03020201) and within sub-
basin 02-00-10 depicted on Figure 2. Stormwater runoff drains into eight identified features (A-H): three
unnamed tributaries to the North Fork of the Little River and five ditches. All Site features flow into
unnamed tributary Feature A, which then flows into another unnamed tributary to the North Fork of the
Little River, the Little River, the Little River Reservoir, the Eno River, and ultimately into Falls Lake. All of
the intermittent streams on the Site are classified as Nutrient Sensitive Waters (NSW) by DWR. The Little
River Reservoir is a major source of drinking water for the City of Durham; Falls Lake is a major source of
drinking water for the City of Raleigh. To protect these reservoirs, the Little River and its waters are also
classified as Water Supply II (WS-II) and as a High Quality Water (HQW) by DWR. Prior to construction,
the Site consisted primarily of open agricultural fields, used mainly in row crop production for corn.
Streams, ditches, and other stormwater conveyances on the Site had little to no riparian buffer and
were mowed in most locations on an annual basis.
The project included restoring the buffer along North Fork Little River, three unnamed tributaries, as
well as five ditches. Riparian and agricultural ditch buffers were restored on the Site in order to reduce
non-point source contaminant discharges to downstream waters in the Falls Lake Watershed. The
project property is 33.43 acres and are protected with a permanent conservation easement. In general,
riparian buffer restoration area widths on streams extend out to 100 feet from top of bank for Neuse
River buffer credits and out to 200 feet for nutrient offset credits.

The North Fork Little River Parcel is a part of the Bank. The Mitigation Banking Instrument (MBI) for the
Bank was signed on April 19, 2016.

1.3 Project History
The MBI was approved in April 2016. The North Fork Bank Parcel Development Plan (BPDP) was
approved and initial credit release obtained in May 2016. Project planting was completed in January
2017, and Year 1 project monitoring was completed in September 2017. Year 2 project monitoring was
completed in September 2018. Project history is provided in Table 1.

1.4 Project Location
The Site is located in northwestern Durham County, approximately 14 miles north of the City of Durham
(36° 10’ 9.48” N and 78° 55’ 49.44” W) in a rural watershed within the Neuse River Basin (HUC
03020201) and within Division of Water Resources (DWR) sub-basin 02-00-10. To get to the Parcel from
downtown Durham, travel north on U.S. Highway 501 North for approximately 12.7 miles. Turn left onto
S. Lowell Road and continue west for approximately 1.9 miles to the intersection with Johnson Mill
Road. The Parcel will be on the north side of S. Lowell Road at this intersection (Figure 1).
1.5 Project Design
The Site will generate 13.90 acres of Neuse riparian buffer credits and 18.31 acres of nutrient offset
credits. Therefore, based on 2,273 pounds of nitrogen per acre of riparian restoration the Site will
provide 41,619 pounds of nitrogen nutrient offset credits. The Site will also provide 2,680.58 pounds of
phosphorus nutrient offset credits based on the 146.4 pounds of phosphorus per acre of riparian
restoration. Site credit generation is shown in Figure 3. The revegetation plan for the Site included
planting of bare root trees and controlling invasive species growth. Bare root trees selected for the Site
were native bottomland hardwood species typical for Piedmont Bottomland Forest communities as
defined by Schafale and Weakley (1990). Tree species selected for planting on the Site as well as size
specifications, planting density, and plant composition are detailed in Table 2.

Natural recruitment of desirable Character Tree species shall be counted towards the survival and
success rate of the restored site. “Character Trees” are defined as planted or volunteer species
identified from a survey of local vegetation on less degraded sections of the specified stream and from
reference literature that details native species. A list of Character Tree species (other than the planted
species) is included in Table 3.

2.0 Vegetation Monitoring
2.1 Success Criteria
Buffer vegetative success criteria are based upon the density and growth of Character Tree species as
defined in Tables 2 & 3. Vegetative success criteria is based upon guidelines set forth in the Consolidated
Buffer Mitigation Rule 15A NCAC 02B .0295 (effective November 1, 2015), and is defined as a success
rate equivalent to 260 live stems per acre at the end of the 5-year monitoring period.
If vegetative success criteria are not achieved based on acreage density calculations from combined
monitoring plots over the entire restoration area, or if an inspection of a buffer restoration site indicates
that portions of the Site do not have sufficient stem densities or are otherwise deficient, supplemental
planting shall be performed with tree species approved by NCDWR. Supplemental planting shall be
performed as needed until vegetative success criteria are met. No quantitative measurements of herb
assemblages will be required to meet the vegetative success criteria.

2.2 Description of Species and Monitoring Protocol
The quantity of monitoring plots was determined in accordance with the Carolina Vegetative Sampling
Protocol (CVS) Protocol (Levels I & II) such that at least 2 percent of the Site is encompassed in
monitoring plots. A total of 27 plots (10 meters by 10 meters) were established within the credit
generation area. PVC pipe was used to mark the four corners of the plots. Monitoring plot locations are
shown in Figure 4. GPS points were taken at each of the corners. A reference photo was taken from the
southwest corner of each plot (Appendix D). All planted stems within the plots were marked with
flagging tape and recorded. Total numbers of tree species planted within the monitoring plots as well as
planting density and plant composition are detailed in Table 4. Detailed results of the Monitoring Year 2
stem count are summarized in Appendix C.

2.3 Results of Vegetation Monitoring
The 27 vegetation plots were sampled in September 2018 at the end of the second growing season. A
reference photo was taken from the southwest corner of each plot, which can be found in Appendix D
along with the stem count raw data. Total numbers of tree species identified within the monitoring plots
as well as density and composition are summarized in Table 5. Vegetation result tables with planted
stem density, and stem count by plot and species are summarized in Appendix C.
The monitoring year 2 vegetative survey was completed in September 2018. The 2018 vegetation
monitoring resulted in an average stem density of 452 stems per acre, which is greater than the final
requirement of 260 stems per acre, but less than the as-built density of 606 stems per acre recorded in
January 2017. The Site is on track to meet its final success criteria.

2.4 Parcel Maintenance
Adaptive measures will be developed or appropriate remedial actions will be implemented in the event
that the Site or a specific component of the Site fails to achieve the success criteria outlined in the BPDP.
Site maintenance will be performed to correct any identified problems on the Site that have a high
likelihood of affecting project success. Such items include but are not limited to; excess tree mortality
caused by fire, flooding, drought, or insects. Any actions implemented will be designed to achieve the
success criteria and will include a work schedule and updated monitoring criteria.
2.5 Conclusions
The 2018 vegetation monitoring data reflects that the Site has not suffered significant mortality and is
on trajectory to achieve final vegetative success criteria of 260 stems per acre by the end of Monitoring
Year Five. No problems were identified, such as invasive species or excessive tree mortality, during
Monitoring Year Two. Therefore, no corrective actions are required at this time.
