County: Document: Cherokee Minimum Criteria Funding: � State ❑ Federal � Yes ❑ No Permit Type: NWP Project Description: The project calls for the improvement of existing LIS 19/64/74/129 (TIP R-5735) in Cherokee County. The original archaeological Area of Potential Effects (APE) for the project was defined as an approximate 1. S-mile (2.42 km) long corridor starting at SR 1556 (Hiwassee Street) and heading southwest to SR 1398 (Old Ranger Road). The APE also includes improvements to: • Old Ranger Road for approximately 1, 800 feet (548. 64 m) to the northeast fi�om its intersection with LIS 19/64/74/129, • Providence Lane for approximately SSO feet (167.64 m) to the north from its intersection with US 19/64/74/129, • Holiday Drive for approximately 700 feet (213.36 m) to the northeast from its intersection with Providence Lane, • Hiwassee Street for approximately 300 feet (91.44 m) to the north from its intersection with US 19/64/74/129, • Old Ranger Road for approximately 3, 700 feet (1,127.76 m) to the southwest from its intersection with Hiwassee Street, and • Approximately 370 feet (112. 78 m) of new location between Holiday Drive and Old Range Road. The corridor follows the existing road alignments and measures 200 feet (60.96 m) wide extending 100 feet (30.48 m) on either side of the centerline. An czddendum to the APE extends 350 feet (106. 68 m) north along US 19 Business (Hiwassee Street) from its intersection with Old Ranger Road. It is approximately 200 feet wide extending 100 feet on either side of the centerline. This addendum was not included in the original "No Archaeological Survey Required" form submitted on September 18, 2017 SUMMARY OF CULTURAL RESOURCES REVIEW BYief description of review activities, results of review, and conclusions: The US 19/64/74/129 improvement project (TIP R-5735) is located on the southwest side of Murphy in Cherokee County, North Carolina. The project area is plotted on the Murphy USGS 7.5' topographic quadrangle (Figure 1). A"No Archaeological Survey Required" form was submitted on September 18, 2017 and is still valid far the project area it covered. The addendum covers a new segment along Hiwassee Street at the northeastern end of the project area. A map review and site file search for the addendum was conducted by the staff at the Office of State Archaeology (OSA) on September 10, 2018. No archaeological sites were identifed within the APE extension. According to the North Carolina State Historic Preservation Office online data base "No ARCHAEOLOGYSURVEYREQUTRED` form for the Amended Minor Trarasportafion I'��ojects as Qualified in the 20l5 I'��ogrammatic Agr�eement. 1 Of 5 Project Trackzng No.: 1 %-�c�-��2% Addendum (HPOWEB 2018), there are no known historic architectural resources within the APE extension that may yield intact archaeological deposits. Topographic maps, USDA soil survey maps, aerial photographs (NC One Map), and historic maps (North Carolina maps website) were also examined for information on environmental and cultural variables that may have contributed to prehistoric or historic settlement within the project limits and to assess the level of ground disturbance. The APE extension for R-5735 is situated in a drainageway for an unnamed tributary to the Hiwassee River (Figure 2). The unnamed tributary is located west of Hiwassee Street. The landform and stream have been modified and moved, likely during previous road improvement projects. East of the road, the landform has been subjected to earth moving activities relating to construction of a church. According to the USDA soil survey, the APE extension consists mostly of Udorthents-Urban land complex (UrB) (Wood 2013). This series consists of modiiied soils by way of cutting, flling, and other earth moving activities to the point in which the original characteristics are no longer present. The remaining project area is made up of the Braddock-Urban land complex (BnC; BnD). The series is well drained with slope from 2 to 30 percent. Although this series is typically tested, urban development observed from aerial images show disturbance activities since the soils were recorded. The area is now likely part of the UrB series. No intact cultural deposits are expected on any of the soils within the APE extension. A review of historical maps also failed to identify any significant historical features within the project area. Brief Explanation of why the available information provides a Yeliable basis for reasonably predicting that there are no unidentified historic properties in the APE: The defined archaeological APE extension for the proposed R-5735 project in Cherokee County is unlikely to impact intact and signiiicant archaeological deposits. This is due urban development and modifications to the land form in which the tributary was moved. As long as impacts to the subsurface occur within the defined APE, no further archaeological work is recommended for the proposed improvements to US 19/64/74/129 in Cherokee County. If wark should affect subsurface areas beyond the defined APE, further archaeological consultation will be necessary.
