Project area consists of Ocean Outfall # 7 and the Park Service Beach Access. The adjacent property use
consists of vacation homes and the Cape Hatteras National Seashore.

i Repair damaged section of ocean outfall to maintain drainage from SR 1243.
4g. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
NCDOT proposes to replace 156' of 30" diameter RCP with 156' of 30" diameter polyethylene pipe and replace the
e�asting support structure with a new support structure of concrete piles and concrete pipe collars. Access to this
structure would be accomplished with a temporary work platforrrUtrestle enclosed in a steel sheet cofferdam that
would be dewatered. The cofferdam would temporarily impact approximately 9,000 sq. ft. of surface waters below
the NHW line. The temporary w+ork platform/trestle would be supported by steel I-�piles and would be approbmately
164' long X 12.5' wide. The work platform/trestle, H-piles, and steel sheeting would be entirely removed after the
outfall replacement is completed. Equipment will consist of tracked excavator, crane, backhoe, and trucks.

In summer of 2018, a repair project on the upper beach section of the outfall was performed under Action ID SAW
2018-01142. This project will repair the section of the outfall waterward of the previous project. This project should
complete all repairs to this ocean outfall.

Outfall repairs and pipe replacement will stay on the ebsting alignment and maintain ebsting dimensions.

Work will be performed during daylight hours. Work area will be limited to 100 feet on either side of the ocean
outfall. All equipment will be removed from the beach at night to the beach access. Due to the potential of the
project occurring during the sea turtle nesting season, turtle crawi surveys would be conducted prior to work every
morning during the nesting season. NCWRC v�rould be contacted if a turtle crawi is observed. Project will take
approbmately 3 months. NCDOT is coordinating with USFWS on the project, and will forward the Concurrence
Letter as Supplemental Information when received. NCDOT is also coordinating with NPS and NCDCM, and will
forward any correspondence as Supplemental Information when received.
