Subject: Authorization to Sign NPDES Permit Applications and Association Reports
U.S. Environmental Protection Agency National Pollutant Discharge Elimination System (NPDES) Permit
Regulations annotated at 40 CFR 122.22 require that all NPDES permit application and reports submitted by a
corporation be signed by a "Responsible Corporate Officer". However, these regulations also allow for
delegation of signatory authority to the "Manager" of one or more manufacturing facilities if this arrangement is
made in accordance with accepted corporate procedures.
By way of this memorandum, I am delegating authority to sign all NPDES Permit applications, reports and other
permit -related documents to the position of Plant Manager within the New NGC, Inc. d/b/a National Gypsum
Company, Gypsum Wallboard Business Unit. This delegation of Authority applies to Plant Managers located in
all ,states, and is effective immediately.
