Reference our May 15, 2009 Public Notice for the proposed impacts associated with the construction of the Johnston
County Airport Runway Extension and Corporate Area, Smithfield, Johnston County, North Carolina. Impacts associated with
the project included 10.31 acres of non-riparian wetlands, 8.84 acres of riparian wetland and 779 linear feet of perennial stream
channel. All streams and adjacent wetlands within the proposed project site drain to the Neuse River in the Neuse River Basin.
After review of your proposal, we received comments from Larry and Rhonda Hicks, David and Grace Knox, The
Johnston County Airport Authority, The North Carolina Department of Cultural Resources State Historic Preservation Office,
and The North Carolina Department of Environment and Natural Resources Division of Water Quality. These comments are
attached to this letter and must be addressed in writing.
Please provide a written response to these issues within 30 days or your permit application will be withdrawn. If you

I have some questions and concerns about the proposed expansion of the Johnston County
Airport.
!. With the proposed extension of the runway for larger planes.
A). What are the plans for handling the increased traffic on Swift Creek Rd by the
entrance of the Airport?
Swift Creek Road is a very busy 2 lane highway already.
If the Highway has to be widened to take care of the extra traffic, will the
property be taken from the Airport side (Eastern side) of Swift Creek Rd.,
or will it take in the properties on the other side of the road?
B). Will there be a new terminal built to take care of the increased fly-in traffic?
2. Proposed clearing of the trees and filling in of the wetlands area at the southwest
area across from Rock Pillar rd. intersection.
A). The Trees on this area have been a great noise and wind buffer. Some 15 or so
years ago, all the trees were removed and the wind and noise
increased tremendously. Now the forest is back, here we go again.
B). Does the Airport authority anticipate obtaining the properties across Swift Creek
Rd for future expansions of airport property?
Please keep in mind, I do not have a problem with growth and moving forward, I am very
interested in knowing how this will impact us, the neighbors of the airport.
What do we have to look forward to over the next few years? We own 2 houses across, in
front of the Airport on Swift Creek Rd, of which we live in the house closest to the
wooded area. It appears there are plans to build hangers which will create a lot more
noise. Just within the past year, the large hanger across from my house has been occupied
by Duke Life Flight ambulances and hellicopters. This is already an increase in the noise
levels, so you can see my concerns when the new hangers are put in place directly in front
of my residence.

We are greatly concerned about the flood impact on our property.
We own 60 acres on the south bank of Swift Creek, adjacent to the Johnston County
Airport. The above mentioned proposal appears to be affecting a large area of wetlands
and Reedy Branch. I am unable to determine exactly the size of this area from the
proposal but it appears to be approximately 40 acres or 2 million square feet, and several
linear feet of creek downstream. I would like to see a proposed flood elevation increase
and runoff impact on downstream properties. Our home is near the bank of Swift Creek
near the intersection of Reedy Branch. An increase in flood way change could cut off or
affect 15 to 20 acres of our property on the east side.
I am requesting a public hearing and information on any flood study changes and an
environmental impact statement relevant to the affect on my property and wildlife.
I received this notice on June 2, 2009. I feel this was less than adequate time for review
and response. I gather that this project has been in the works since 2003, but this was our
first notification of this proposal. I am requesting additional time for review.

Dear Ms. Manuele:
On behalf of the NC DWQ 410/Wetlands Permitting Unit, and in light of the most recent correspondence
from the applicant for the proposed project dated May 15, 2009, we respectfully request that you consider
the following comments within your review of the 404 Individual Permit request for the above referenced
property:
1. Please explain how your stated "need" is for "larger planes" to be accommodated (sic), and
increased business aircraft? What is your stated purpose for the project?
2. The Nature of Activity section from your project narrative description details that the fill slopes
will be at a 4:1 ratio. This Office believes these slopes can be steepened to a 3:1 ratio or greater
to reduce fill impacts, but still allow for maintenance and mowing. Please provide revised impact
estimates and drawings based on 3:1 fill slopes.
