Barium Springs Home for Children appreciates the opportunity to respond to the Notice of
Deficiency issued August 29, 2018 by the Division of Environmental Quality. You will find
below our response in regards to the daily maximum exceedance for total suspended solids (TSS)
for the sample collected June 20, 2018.
After investigating this issue, it is our conclusion that the plant equipment and processes were
operating properly and that correct sampling procedures were followed. It is our belief that the
cause of the TSS daily maximum exceedance was due to the fact that the plant had no flow prior
to sampling, and therefore the operator introduced flow at the head of the plant in order to have
enough flow to take an effluent sample. In addition, the chlorine tablet hopper was flushed to
remove accumulated debris and grit preceding the collection of the TSS sample.
We believe that our wastewater treatment plant is operating in an effective manner that abides by
regulations set forth by governing authorities. The violation committed was a result of
improperly timed maintenance of the chlorine tablet feeder as well as having enough flow
through the plant in order to collect a representative effluent sample. We have taken measures to
prevent this issue from occurring in the future by only performing maintenance procedures on
chlorine and dechlorination tablet feeders after a sample is collected. A detailed sample schedule
is being created so that operators will be certain that samples are be collected when effluent flow
is present. In light of this, it is our request that the Division of Water Resources will take into
consideration these circumstances and will not seek further enforcement action.
