E. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:*
All wetlands and streams within the project area have been avoided. Most of the proposed open water impacts are
for maintenance purposes. Permanent open water impacts are needed to improve site drainage.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:*
One piling supported bridge will be constructed over open waters to avoid impacts to this resource. Silt fencing will
be utilized to ensure sediment does not leave site during construction.
