I'm about to work on the written request for the condi!ion modification request for R-2414A regarding the construction of the bridge and working in the dry during the moratorium for this project, per your April 28th request (below). I have included below the response from CAMA, the Corps and WRC indicating via email that their permits are hereby modified. Before I started on this document. I think that this is a fairly significant modification in the tact that we are essentially waiving the moratorium. I think under the circumstances, I would prefer a formal request. I think by doing so it would help alleviate any concerns that may arise in the future. I will try and turn it around as quickly as possible. Thank You. I apologize. So based on the Email sent by NCDOT and Travis in regards to the methodology and timing around the sheet pile installation at the bridge location, DCM feels that as those conditions pertaining to this item are currently worded now. that they still would apply and that no modification or refinement is required for DO']- to move forward as described. Chris if you are okay with this let me know. Once again I Apologize. Also have you heard anything as to the potential of changing the number of poles as I thought I overheard at the preconsnuction or additional hand clearing that was not originally thought to be required as the utilities thrwght that more area would need to be cleared. They have already started and perhaps finished clearing I just want to make sure we are good on this. There does not appear to I,le an alternative method of construction that would not have increased impacts to the resource. This circumstance is unique and should not be viewed as a standard for future projects. From our conversations. the department is having some constructability and timing conflicts with the anadianIOLIS Fish moratorium for the removal of the existing culvert and replacement with a bridge on the UT to the Pasquotank Rivcr. Duc to the extent of the construction, the department does not believe it is possible to remove the culvert, phase the construction of the bridge, stabilize the stream banks, and then reestablish the channel/ flow within the June 16 to February 14 time fames allowed by the moratorium. I'm attaching theaerial and the permit drawings of the site. We appreciate you looking into thissystem and this request. Please let me know if you need any additional information.
